All teams competing in the professional Florian football league system were to compete in the competition but both Etourian clubs, Etourney FC and FC Rovers withdrew to create their own cup competition to decide Etourney's CTFA competition representatives. Because of the withdrawals, two regional league teams, FC United of Northcliff and Dragonmoor 11 FC replaced them.
