The haofuxi (Istvanistani: personal review) is a yearly review that all citizens and inhabitants of Jingdao have to undergo. Formally, it is a medical assessment in order to detect diseases of all kinds. The term disease is explained in a broader sense in Jingdao, compared to other nations, with political and religious dissent considered to be diseases as well. Critics of the haofuxi call it a mechanism for oppression. The Tegong is responsible for the haofuxi.

The procedure

Two weeks before the appointment, the subject receives a questionnaire through the mail that needs to be filled out completely and sent back a week before the appointment. The questionnaire contains questions regarding:

  • Physical health of the subject;
  • Psychological health of the subject;
  • Eating habits of the subject;
  • Family relations of the subject;
  • Work place and/or education of the subject;
  • Religious practices and beliefs of the subject;
  • Political activities and beliefs of the subject.

Every review is presided by the Tegong agent responsible for the quarter or community that the subject lives in, as well as a general practitioner. Depending on the answers provided by the subject, and also other information on the subject that has been made available to the Tegong, other officials and experts may be present as well. The review is always started with the subject praising the Heavenly Light and detailing what the Heavenly Light has done for her or him since the last review. The praise is expected to be brought with a high level of enthusiasm, which is graded with a mark between 1 and 10. A physical check-up is then performed, after which the questionnaire is discussed. Should any issues arise, will the subject be referred to an expert. This can be the hospital when a disease is discovered, or a re-education camp should the subject hold unhealthy views.
