The House of Nobility is the legislature of the Two Martyrs. Since 1648, it has met only rarely. The Caprine Code orders the House of Nobility to write a constitution for the Two Martyrs, but the House of Nobility has consistently failed to do so. In 1684, Prince Kir of Shireroth was dispatched to the Two Martyrs to bring about a meeting of the nobles to agree on a constitution. He is authorized to increase the number of nobles until an agreement is reached.
