The Royal Letter to Terrorist Cells in Sacovia was a letter sent by King-Saint Godrîc XI to Ald-Arboran head of state Baldwin Fehrrlic, demanding that Ald-Arbora acquiesce to a list of demands. The Ald-Arborans outright refused.

WHEREAS We, your King-Saint Godrîc XI, Holy reincarnation of Our Ancestor and sole Monarch of Caradia, find that this terroristic presence exists in Sacovia, in the refugee camp known as "Ald-Arbora", We find that they must adhere to the code of law laid before them by Us, their rightful King and Monarch, in order to avoid bloodshed at their expenses.

1. All armed terroristic militia-men must cease all militant activity and surrender to the Legions of the Black Flame.
2. All Dochvern infiltration agents in the area must cease activities that are subversive to the good Order which the Crown has provided them and submit to marking.
3. All militant leaders, including terrorists Baldwin Fehrrlic and Raus Küscher, self-proclaimed leaders of "Ald-Arbora", must be imprisoned and sent to Relacul for execution.
4. All land under occupation by terroristic forces must be submitted to the rightful rule of the Caradian Crown.
5. All people living under the occupation forces must welcome a Flemic church and attend reeducation programs.
6. All those who resist or dissent against the Caradian State must be imprisoned and delivered to proper Caradian courts for judgment.
