Background
Text of Legislation
Purpose
An Act to provide for crisis or emergency communications within the Kingdom, including provision for the Caputian State Network.
Enactment Clause
BE IT ENACTED, therefore, by the Queen's Most Excellent Majesty, by and with the advice and consent of the Lords and Burgesses in this present Parliament assembled, and by the authority of the same, as follows:
Article One: Citation
This Act shall be officially cited as the 'Caputian Emergency Communications Act, 1661'.
Article Two: Caputian State Network (CAPSTAN)
1. There is hereby created under the Home Minister an agency known as the Caputian State Network or CAPSTAN, which shall have charge over secure, emergency and civil defense communications in the event of a national crisis or such other similar event. CAPSTAN shall be headed by an Administrator to be appointed by Her Majesty in Council, and aforesaid Administrator shall hold office at pleasure of Her Majesty in Council.
2. The Administrator shall be empowered to appoint such other subordinate officials, and to devise a staffing and operations plan as the exigencies of the agency shall require. The Administrator shall have the authority to promulgate Administrative Orders necessary to discharge the powers of the office, not contrary to law.
3. The Administrator shall devise a succession plan to ensure the continuity of operations of CAPSTAN.
4. In times of national emergency, the Administrator of CAPSTAN may utilize any private or commercial communications network to communicate to the public.
5. The Administrator is authorized to create a corps of accredited volunteers to further the purposes of this Act.
Article Three: Ministry Directives
The Home Minister may promulgate Ministry Directives to further implement this Act.
Commencement Clause
This act shall not become law until it has received Royal Assent.
