Cyril Phrantzes is an officer in the Imperial Constancian Navy.
As a Návarchos during the Third Euran War, he was in command of a flotilla of eighteen corvettes, supported by a single Type XXV U-Boat, to intercept Zeedic trawlers and coastal shipping in the southern waters of Eura.
