The Imperial Act was written by the Emperor Jacobus as a satire lampooning the VCC Act of a similar name. Earlier satires existed written by Michael Rosario and others, but they have been lost to the ravages of time.

The Imperial Simulation Control and Lunch Money Act of 2000

Section 1. The Emperor of Cyberia has the sole legal power to do whatever he feels like.

Section 1.1. The Emperor will be assisted in this duty by whomsoever he can persuade to buy him Lunch, and may delegate this power, in writing, or by psychic powers, to others who buy him Lunch.

Section 2. While there shall be no specific criminal penalty for unauthorized Cyberian citizens determining the conditions of, and circumstances occurring in, the Cyberian simulation, the Emperor may have them thrown into a dungeon for as long as they do not buy him Lunch, or until he forgets about it.

Section 2.1. Alterations to the simulation made by non-citizens shall be considered for the entertainment power inherent therein. Should such a non-citizen buy the Emperor's Lunch, the chances of such alteration succeeding shall be greatly enhanced.

Section 2.2. Should no one buy the Emperor Lunch, he may under Section 1 above declare that he has sufficient Lunch Money, which must be accepted under Section 2.

The Imperial Act was declared a violation of the VCC Act, and vice-versa, resulting in exactly what the Emperor had in mind.
