Tor Carstensen (born in 1633) is a Norse jurist, military officer (Brigadgeneral) and politician (Einhornselskapet), Minister for Justice in the cabinet of Arnold Christianssønn Einhorn since 1703. Commandant of the Criminal Police Division in the Elian Militia since 1703.
Son of Barbro Bodil Gruntland-Einhorn (1602–1702) and Arnstein Carstensen (1599–1691). Knight of the Holy Lakes by virtue of descent from Tarjei Einhornsson. Married to Hilda Bernsen (1635– ). Father of fellow minister Carl-Petter Carstensen and of Tore-Johan Carstensen (1660– )..
