Using port facilities that were abandoned by Los Liberados, they were intended to protect the Apollonian coastline from the Jingdaophobic MTO. The name Baohu Tianchao means "Protection of the celestial empire" in Istvanistani, while the name Anquan Zugo means "Security of the motherland". The area surrounding the ports was previously Jingdaoese territory until it was vacated in 1665. A claim was made with the MCS to gain international recognition of the renewed Jingdaoese claim on the territory, but this claim was not successful.
