The Federal Emergency Management Academy (FEMA) is a federal training institution in Cárdenas operated by the Department of Interior of Nouvelle Alexandrie to educate emergency management professionals, civil defense personnel, and disaster response coordinators throughout Nouvelle Alexandrie. Established in 1695 AN, the Academy provides training courses, certification programs, and continuing education for federal, regional, and local officials responsible for emergency preparedness, disaster response, and recovery operations. The Academy's curriculum covers natural disasters, industrial accidents, civil emergencies, and coordination protocols between multiple jurisdictions and agencies.

The Academy operates several specialized training programs, including the National Emergency Management Certification Program, the Advanced Disaster Response Course, and the Multi-Agency Coordination Workshop. The Academy maintains training facilities including simulation centers, a command post exercise facility, and field training areas. Annual enrollment averages 1,200 students from federal agencies, regional governments, municipal emergency services, and occasionally international partners from allied nations.
