The bill for this purpose received a negative advice from the [[Islamic Diwan of Kurum Ash-Sharqia|Islamic Diwan]] because it was limited to noble families. The bill was therefore adapted to also keep track of the genealogies of civilian families.

The Royal High Council was founded on the initiative of the House of de la Gardie of Ochterburg and the House of Anlaq. The bill for this purpose received a negative advice from the Islamic Diwan because it was limited to noble families. The bill was therefore adapted to also keep track of the genealogies of civilian families.
