The Emperor of the United Principalities (Kaiser), or Empress (Kaiserin) if held by a female, is the head of state of the United Principalities of Cibola. The Emperor holds the final say on all legislation passed by the Imperial Senate and appoints all ministerial and local positions in the nation.
