Ching Fong served as second Diwang of the Jingdaoese Empire. His tenure, the second longest, and career of serving the Heavenly Throne preceded the establishment of the Great Jing Dynasty on the Apollonian continent. He played an important role in expanding the position of officials within the administration, especially after the betrayal of the last Diwang, Yuan Windsor. Especially the Kaiming Emperor (who had been betrayed before) distrusted him and kept an eye on his every move. The Regency Council which took charge after the Emperor's death, mostly ignored the Ching.
It wasn't until the Zanding Emperor, that the office of Diwang regained its original influence. Diwang Zhang San described Ching Fong in a biography as "The man who fought for a stable administration. Distrusted by his ruler, looked down upon by the Army and barely more than a fellow clerk in the eyes of the officials. He didn't have it easy, but he was the first pillar of Guanchang, and therefore he deserves my respect."
