In 1673 AN, the Chidao Emperor made it public that he had offered a contract to the Gong Shipyards to replace all vessels of the Tianchao Haijing. In a period of ten years, a total of ten Gong Customs Corvette Class Mk II's and fifty Gong Customs Patrol Boat Class Mk II's were to be delivered. The first corvette and patrol boat were launched in late 1673. They did not immediately enter into service, but were rigorously tested by both Gong Shipyards and different crews serving on the Tiancho Haijjing's older vessels. From 1678 onward the contract had been updated, all corvettes to be delivered in 1679 and later would be of the updated Gong Customs Corvette Class Mk III. No plans have been made public to upgrade the corvettes that have entered into service from 1673 to 1678 although Gong Shipyards has confirmed that it could offer that upgrade.

The Tianchao Haijing, or Imperial Coast Guard, was established as the Maritime Apollonian Customs Service (MACS) during the reign of Caudillo Trajan Myksos of the Apollonian Republic in 1619 AN with the goal of defending the coast line, to stop the smuggling activities and to allow better control over overseas trade. In contrast to the situation in Kildare where navies were personal or feudal fleets, the MACS was highly centralized. It soon began to act as an important governmental tax collection agency and information service which overtook several agencies in efficiency. In the beginning, the Gong Federation delivered most of the ships, some of which are - despite their old age - still in service. Regional differences in the organisation disappeared after several reforms by the Jingdaoese Naval officers. During the reign of the Sheng Emperor the service was quietly renamed into Haijing.

Modernization of 1673
