The Royal Chancellor hereby makes the annexed Regulation concerning the interim rental of forums to business ventures.
1. For the purposes of this Regulation, the following definition is made: “landlord” means the Office of Estates Registry, a body under the direction of the Vice-Minister of Public Works.
2. A business venture, so registered with the Royal Government and holding a bank account with a bank as defined under the Currency, Exchange and Banking Act, is permitted to rent a forum on the national discussions board subject to these Regulations.
3. The granting of a rental forum and other services related to the maintenance of rented forums shall fall under the jurisdiction of the Office of Estates Registry.
4. The collection of rent shall be carried out by the Directorate of Finance of the Royal Chancellor's Office.
5. At no time shall the number of rental forums active on the national discussion board exceed twelve (12). Requests for new rentals made when there already exists a maximum number of rented forums shall be placed on a wait list and the potential tenant required to wait, in priority order, for the next vacancy to arise.
6. Each tenant shall be required to remit a minimum agreed monthly rental fee of GTh100.00 to an account designated by the Directorate of Finance. Tenants may compete for rental forum space and offer to pay the Directorate of Finance an agreed monthly rental fee over and above the aforementioned minimum fee.
7. The tenant must pay the agreed monthly rental fee regardless of whether the tenant has utilized the forum on a regular basis during the month in question. The fee shall be paid either during the first week of each month or via a term payment for an agreed number of months (the prepaid term), not exceeding six (6) months, payable during the first week of the term.
8. A rental forum shall be considered occupied by the tenant from the date of creation to the date of notice of termination of the rental. The tenant shall provide a minimum 14-day notice to the landlord of intended vacancy of the forum; the landlord shall provide a minimum 30-day notice of eviction. Failure to abide by these minimum time frames shall result in the tenant, if at fault, being required to pay the equivalent of one month rent in penalty to the landlord and vice-versa if the landlord is at fault.
9. If a tenant vacates the forum in line with article 8 of this policy, and has paid for a full six-month period via article 7, the tenant shall be entitled to a reimbursement of the monthly fee equivalent to the total number of whole months remaining in the prepaid term.
