The Royal Chancellor hereby makes the following annexed regulations concerning the administration and collection of construction permits within the Royal Kingdom of Gotzborg.
1. The Office of Estates Registry shall be authorized to administer and, on behalf of the Directorate of Finance, collect a nominal fee (“permit fee”) for the purpose of granting necessary permits for the construction of each work within the Royal Kingdom of Gotzborg. The permit fee shall cover the cost of registration of the work with the Office of Estates Registry and, for private construction, the transfer of title of the lot to the new owner.
2. For the purposes of this regulation, “work” is defined as the construction of any public work infrastructure, road or building, and any private construction including residential housing, commercial, industrial or other classification. Renovation and upgrade work shall also be subject to the permit fee.
3. The Royal Government is exempt from paying the permit fee to itself; however, autonomous entities of the Royal Government, including Royal Charter Corporations, shall be subject to the permit fee.
4. Duchy and municipal governments within the Royal Kingdom of Gotzborg shall be required to pay a reduced permit fee to the Royal Government for the purposes of covering the cost of registration of the public work with the Office of Estates Registry.
5. The constructor of each work shall be responsible for filing a permit application with the Office of Estates Registry containing the following information: Project Name; Project Address; Type of Construction (residential/commercial/industrial/institutional/infrastructure); Constructor Name; Owner Name; Construction Value (total before applicable tax);
6. The Office of Estates Registry will calculate the associated permit fee for each application and inform the constructor of the same.
7. The permit fee is calculated as a percentage of the total value of construction before the application of applicable taxes.
8. Duchy and municipal governments shall be subject to a 1.5% permit fee while all other entities shall be subject to a 3% permit fee.
9. All constructors of work identified in Article 2 shall remit to the account of the Royal Government the required permit fee within thirty (30) days of the commencement of construction.
10. The approval of the permit application or the remittance of the permit fee does not exempt the project from other regulatory requirements that may be in force at the time of construction.
11. This regulation comes into force on August 9, 2013 and shall apply to all new work commenced from that date.
