The 1732 Memorandum of Understanding (also known as the 1732 MOU or the Mala Sovereignty Agreement) is a treaty signed in 1732 AN between Lac Glacei and the Imperial Federation establishing joint sovereignty over the Mala First Nation Territory and Windsor Island. The agreement placed the bulk of governance in the hands of the tribal administration under the Ali'i nui and the House of Nobles, while the two sovereign powers shared responsibility for defense and infrastructure. The MOU was negotiated on behalf of the Mala'anje by Kahunamea X Kalani'ōpu'u.

Under the terms of the agreement, Lac Glacei provided subsidies funding approximately 30% of public services in the territory, while the Imperial Federation established military installations at Chi-Nam Base and Saigon Base on Windsor Island, which operated independently of Lac Glaceian administration. The MOU connected the port of Qorali with interior settlements and the main defense installation at Fort Cyberia, and it formally recognized the Mala'anje right of passage to sacred ancestral lands located within Nouvelle Alexandrie. The agreement required regular consultations between Monte Glacei and the tribal administration regarding matters affecting the territory. On 10.VII.1753 AN, the House of Nobles declared Lac Glacei in breach of the MOU, citing the failure to respond to a formal petition, the collapse of consultation mechanisms, the inability to protect Mala'anje citizens on the mainland during the NKR insurrection, and the effective abandonment of governance responsibilities.
