The Royal Chancellor, The Duke of Montin, hereby makes the annexed Regulations Granting Ministerial Authority to the Vice-Minister for Colonies & Overseas Possessions.
Purpose of the Ministry
1. The Ministry for Colonies & Overseas Possessions is responsible for the overall administration of Gotzborg's colonies and territorial entities (collectively referred to herein as the “territories”). The Ministry is under the direct control and responsibility of the Vice-Minister, who is appointed by the Royal Chancellor or his designate, to serve at pleasure.
Responsibilities of the Vice-Minister
2. The Vice-Minister shall have responsibility for the following affairs and duties within the context of the Colonies & Overseas Possessions portfolio:
- The appointment/removal of territorial administrators, except where said administrator is an officer of the Royal Armed Forces or a governor of a colony so appointed by His Royal Majesty;
- The approval, development and administration of local education programmes;
- The approval, development and administration of local cultural programmes;
- The approval, development and administration of other local matters, including those relating to public works, health care and the administration of justice.
- The recommendation for disbursement of public funds to territorial matters to be approved by the Royal Cabinet;
- The approval and auditing of territorial treasuries and related fiscal programmes;
- The facilitation of the deployment of personnel of the Royal Armed Forces and Royal Security Police Service where required, and to provide advise regarding the same.
Delegation of Responsibilities
3. The Vice-Minister shall be permitted to delegate day-to-day administration of matters noted in Article 2 to other persons within the Ministry or local territorial administration through Ministerial Order, but shall remain ultimately responsible for these matters.
