Hurmu: Points for discussion

• Hurmu is interested in participating in this treaty. However, we have some points of discussion we'd like to bring up:

Enforcement

First of all, the question of enforcement of the treaty. If there are disputes under the treaty, how to resolve them? The MTO court is a good option in that sense, and bringing this treaty into the MTO system would make a lot of sense.

Nation vs member state

Hurmu recommends using the term "signatory state" instead of "nation", as nations in international law refer to people often sharing one culture and language, while state is a legal subject of international law. Moreover, Hurmu would like to use this treaty only in reciprocity with other member states, thus the rights granted to a foreign state under this treaty in Hurmu would only be granted for a signatory state of the treaty, and not to a third country.
