In 1674 a zhou reform was introduced by the Chidao Emperor. Qaoshan was merged with Zhaoqin, with the resulting zhou being called Qaoshan. Xihaian was formed out of Qianjin and Bangou. Mengtian received the fenqu Dongmingzhu and the zhou Jingqyzyl was created out of Qyzylqaystan (formerly part of the Qizhikai zhou) and the fenqus of the Qishisan expansion, except for Dongmingzhu.
