General Discussion

Bill Author Introduction Statement

Distinguished members of the Cortes Federales, I present to you the National Housing Acceleration Act - a comprehensive solution to our Federation's housing crisis. This legislation establishes an ambitious yet achievable target of eight million new housing units by 1747 AN through a balanced approach of tax incentives, financial reforms, regulatory streamlining, and public-private partnerships.

The Act introduces strategic interventions across multiple sectors: tax holidays for developers, capital gains exemptions for long-term housing investments, reformed mortgage lending requirements, and enhanced financial mechanisms to unlock NAX€12 trillion in housing investment. For our citizens, we provide concrete support through first-time homebuyer tax credits and essential worker down payment assistance, ensuring our economic growth benefits all New Alexandrians.

By streamlining construction permitting, establishing a Fast-Track Approval System, and developing Uniform Building Codes, we will dramatically reduce development timelines while maintaining quality standards. Our Urban Housing Initiative ensures 30% of new units will be in high-density areas, supported by coordinated infrastructure investment. This legislation represents our commitment to addressing the housing shortage through market-oriented solutions that will strengthen our economic foundation for generations to come. - Secretary of Housing and Urban Development Lauren Lefebvre

Each subordinate Urban Housing Task Force shall be similarly composed as the National Urban Housing Task Force.

Rationale
This amendment ensures that there is an Urban Housing Task Force at every level of local government, to ensure that there is a dedicated organ of government that regularly examines and oversees this issue.
Response from the Bill Author
As the author of the National Housing Acceleration Act, I accept Deputy Gonzalez Villamil's amendment as friendly. Creating a hierarchical system of Urban Housing Task Forces at every level of government will significantly strengthen our implementation capabilities and ensure consistent oversight across all jurisdictions. This multi-tiered approach aligns perfectly with our federalist structure and will enhance coordination between national policy and local execution. Thank you for this thoughtful improvement to the legislation. Secretary Lefebvre (DHUD)
