Staatslasagna
Staatslasagna is the name given to an Aemilian dish, made out of flat sheets of pasta, lots of vegetables, cheese and some chicken or meat and always a vegan alternative. The recipe for the dish is included in Article 2 of the Aemilian constitution. The dish has great national importance as it is part of the government policy to eradicate hunger. All cities in the confederation are instructed by the constitution to offer Staatslasagna to all who ask for it, for a price determined by the national tax authority. The lasagna is served every day at dinner time and citizens and foreigners can register up to noon using the MeaAemila app on their smartphones. For citizens, the price will be determined based on their yearly income and accrued wealth as known to the national tax authority, for foreigners this will be based on their self-reported income and accrued wealth upon entering the confederation. Prices range from 5% of the cost price for destitute citizens, up to 5,000% for the extremely wealthy, prices for foreigners are never below 100% of the cost price. Depending on the city, Staatslasagna can be served in the city hall or in local restaurants. It is customary to have other facilities for the poor as well, that can be consulted before the dinner, such as help in finding housing, access to education and work, legal assistance and medical advice.
