The Renewable Energy Development Authority (Alexandrian: Autorité de développement des énergies renouvelables; Martino: Autoridad de Desarrollo de Energías Renovables, ADER) is a federal agency of Nouvelle Alexandrie responsible for promoting and expanding the use of renewable energy. It is a subordinate agency of the Department of Energy and Environment. ADER develops and finances renewable generation projects and administers incentive programs, while the regulation of power generation and transmission remains with the National Energy Commission.

History

ADER was established in 1722 AN to coordinate the expansion of renewable energy infrastructure and its integration into the national grid. At the time, renewable sources supplied 16.8% of the national energy mix, more than half of it from hydroelectricity. Energy resilience in the Island Regions was an early priority.

The National Infrastructure Plan of 1730 AN and the Federal Economic Recovery Plan of 1731 AN funded a first wave of construction, followed by four years of support for renewable micro-generation. The largest project of this period was the Sachua Arequibo Offshore Wind Farm, which increased the use of renewable energy on the Islas de la Libertad by more than 75%.

The National Infrastructure Renewal Program of 1740 AN invested a further NAX€300 billion in infrastructure, of which almost NAX€60 billion over four years went to renewable energy. Major projects included the NAX€6.1 billion Lyrican Renewable Energy Grid, which added four offshore wind farms with a combined capacity of 12 GW, and the NAX€2.3 billion modernization of the Nouradin Hydroproject, which raised its generating capacity to 28.5 GW.

Functions

ADER is responsible for the development and deployment of renewable energy in Nouvelle Alexandrie. Its mandate includes:

  • drafting renewable-energy legislation and regulations for the Department of Energy and Environment;
  • funding and coordinating research into solar, wind, hydroelectric, geothermal, and biomass generation;
  • overseeing the construction and maintenance of federal renewable energy projects;
  • administering subsidies, tax credits, and grants for households and businesses that adopt renewable energy;
  • ensuring that renewable energy projects meet federal environmental standards; and
  • working with the Department of Defense and the National Energy Commission to protect critical energy infrastructure.

ADER is headquartered in Cárdenas, near the Marco Zimmer Government Building that houses the Department of Energy and Environment, and operates regional offices across the federation.

Organization

ADER is led by a Director, appointed by the Secretary of Energy and Environment and confirmed by the Federal Assembly. The agency is organized into three deputy directorates:

  • Director
    • Deputy Director of Renewable Energy
      • Solar and Wind Energy Division
      • Hydroelectric Division
      • Geothermal and Biomass Energy Division
    • Deputy Director of Energy Storage and Grid
      • Energy Storage Division
      • Grid Capacity and Resilience Division
    • Deputy Director of Public Affairs
      • Office of Policy and Regulation
      • Office of Public Outreach and Education
