Authorize and Facilitate the Expansion of the National Manufacturing Capacity of Nouvelle Alexandrie, and to Ensure Its Sustainability in the Face of Changing Economic and Technological Conditions; Among Other Purposes.

NATIONAL MANUFACTURING CAPACITY EXPANSION ACT, 1718

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Federal Assembly, in this present session assembled, and by the authority of the same, as follows:-

PART I
GENERAL PROVISIONS.

Article 1: Short Title.

  1. This act shall be known as the National Manufacturing Capacity Expansion Act, 1718.

Article 2: Definitions.

  1. For the purposes of this act:
    1. "Manufacturing Capacity" means the ability to produce goods on a large scale, including the necessary facilities, equipment, materials, and personnel.
    2. "Sustainability" means the ability to maintain and improve manufacturing capacity over time, through innovation, efficiency, and adaptation to changing circumstances.
PART II
NATIONAL MANUFACTURING CAPACITY EXPANSION PROGRAM.

Article 3: National Manufacturing Capacity Expansion Program.

  1. The Department of Trade and Industry shall establish a program of National Manufacturing Capacity Expansion, which shall be the primary mechanism for achieving the purposes of this act.
  2. The program shall be designed to achieve the following goals:
    1. Expand the overall manufacturing capacity of Nouvelle Alexandrie, through the creation of new facilities, the expansion of existing facilities, and the introduction of new technologies and processes;
    2. Improve the efficiency and productivity of the manufacturing sector, through the adoption of best practices, the development of new skills and capabilities, and the deployment of advanced technologies;
    3. Promote the sustainability of the manufacturing sector, through the development of new products and markets, the reduction of waste and emissions, and the adoption of renewable and clean energy sources.
  3. The National Manufacturing Capacity Expansion Program shall be overseen by a committee appointed by the Secretary of Trade and Industry, which shall include representatives from the private sector, academia, labor, and other relevant stakeholders.
    1. The committee shall be responsible for developing and implementing the policies and procedures necessary to achieve the goals of the program, as well as for monitoring and evaluating its effectiveness.
    2. The committee shall also be responsible for establishing clear eligibility and selection criteria for participation in the program, which shall be based on objective factors such as capacity, performance, innovation, and sustainability.
  4. The Secretary of Trade and Industry shall establish an Office of Inspector-General to ensure that the program is administered in an efficient, effective, and transparent manner, and to prevent fraud, waste, and abuse.
    1. The Office of Inspector-General shall have the authority to conduct audits, investigations, and other reviews of the program, and to make recommendations for improvements as necessary.
    2. The Office of Inspector-General shall report directly to the Secretary of Trade and Industry, and shall have the resources and authority necessary to carry out its responsibilities."

Article 4: Eligibility and Selection

  1. Any person or entity engaged in manufacturing activities in Nouvelle Alexandrie shall be eligible to participate in the program established under this act, subject to the requirements of this article.
  2. To be eligible for participation in the program, a person or entity shall meet the following criteria:
    1. Be a legal entity registered and in good standing with the appropriate authorities in Nouvelle Alexandrie;
    2. Have a demonstrated track record of manufacturing activities in Nouvelle Alexandrie for at least one year prior to the date of application;
    3. Have a plan for expansion of manufacturing capacity that demonstrates the ability to create or sustain jobs, increase production, and enhance competitiveness in domestic or international markets;
    4. Comply with all applicable laws and regulations, including labor and environmental regulations.
  3. The Department of Trade and Industry shall establish a transparent and competitive selection process for participation in the program, based on the objective criteria established in subsection 2 of this article.
  4. The selection process shall include the following steps:
    1. Notice and Invitation: The Department of Trade and Industry shall publish a notice inviting applications for participation in the program, which shall be open to all eligible persons and entities. The notice shall specify the criteria for selection, the application procedures and deadlines, and any other relevant information.
    2. Application and Evaluation: Eligible persons and entities shall submit applications for participation in the program, providing all information and documentation required by the Department of Trade and Industry. The Department of Trade and Industry shall evaluate the applications based on the criteria established in subsection (b) of this article and any other relevant factors.
    3. Selection and Notification: The Department of Trade and Industry shall select the persons and entities that meet the selection criteria, and notify them of their selection. The notification shall include the terms and conditions of participation in the program, including any reporting and accountability requirements.
    4. Review and Monitoring: The Department of Trade and Industry shall review and monitor the performance of the participants in the program, and take appropriate action to ensure compliance with the terms and conditions of participation, including termination of participation for noncompliance.
  5. The Department of Trade and Industry shall establish procedures for the resolution of disputes and grievances related to the selection and participation in the program, including an appeals process for persons or entities that are not selected or that are terminated from participation.

Article 5: Financial Assistance.

  1. The Department of Trade and Industry shall provide financial assistance to eligible participants in the program, in the form of grants, loans, loan guarantees, tax incentives, and other forms of support.
  2. The assistance provided under this act shall be targeted to support the expansion, improvement, and sustainability of manufacturing activities, with a focus on priority sectors identified by the Department of Trade and Industry.

Article 6: Manufacturing Research and Development.

  1. The Department of Trade and Industry shall establish a program of Manufacturing Research and Development, which shall support the development of new and innovative manufacturing technologies and processes.
  2. The program shall prioritize research and development in areas that are critical to the stability of the economy and the national defense of Nouvelle Alexandrie, including the production of military equipment and supplies.
  3. The Department of Trade and Industry may provide grants and other forms of financial assistance to individuals, businesses, and research institutions to support research and development under this program.

Article 7: Manufacturing Extension Services.

  1. The Department of Trade and Industry shall establish a program of Manufacturing Extension Services, which shall be an integral component of the Program established under this act.
  2. The program shall provide technical assistance, training, and consulting services to small and medium-sized manufacturers to help them improve their productivity, efficiency, and competitiveness.
  3. The Department of Trade and Industry may provide grants and other forms of financial assistance to individuals, businesses, and organizations to support the delivery of these services.

Article 8: National Manufacturing Capacity Fund.

  1. There is hereby established the National Manufacturing Capacity Fund, which shall be administered by the Department of Trade and Industry.
  2. The Fund shall provide financing for the expansion of manufacturing capacity in Nouvelle Alexandrie, including the acquisition of new equipment, facilities, and technology.
  3. The Department of Trade and Industry may provide loans, loan guarantees, and other forms of financial assistance from the Fund to individuals, businesses, and organizations engaged in manufacturing activities in Nouvelle Alexandrie.
  4. The Department of Trade and Industry shall establish criteria for the evaluation and approval of loan applications, which shall include consideration of the national defense needs of Nouvelle Alexandrie.

Article 9: Reporting Requirements.

  1. The Ministry of Industry and Trade shall submit an annual report to the Federal Assembly on the implementation and effectiveness of the Program established under this act.
  2. The report shall include information on the use of funds and other resources, the progress made in expanding manufacturing capacity, and the impact of the Program on the national defense needs of Nouvelle Alexandrie.
PART III.
'CLOSING PROVISIONS.

Article 10: Closing Provisions.

  1. This act shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This act shall not become law unless it has been given Royal Assent.
  3. This act shall be published and made publicly available.
  4. If any provision of this act, or the application thereof to any person or circumstance, is held invalid, the remainder of the act, and the application of such provision to other persons or circumstances, shall not be affected thereby.
