National Health Administration (Ransenar)

The National Health Administration (NHA) is the publicly funded single-payer national healthcare system for the Kingdom of Ransenar. It is primarily funded through the government and overseen by the Minister of Health and Sanitation. The NHA provides healthcare to all Ransenari citizens and to all legal residents, with most services free at the point of use. Some services, such as emergency treatment and treatment of infectious diseases, are free for everyone, including visitors and tourists. The NHA also operates a network of hospitals, clinics, and medical research facilities that are responsible for almost all of the biomedical and public health research funded by the government of Ransenar. There are 27 separate institutes and centers of different biomedical disciplines that are part of the NHA across Ransenar, the largest is located in Goldshire Hamlet.

Free healthcare at the point of use comes from the core principles at the founding of the National Health Administration. "Free at the point of use" in the Ransenari context means that anyone legitimately and fully registered with the system (i.e., in possession of a government-issued NHA ID card, with an encrypted chip that contains medical records), available to legal residents regardless of nationality, can access the full breadth of critical and non-critical medical care, without payment except for some specific NHA services, like eye tests, dental care, prescriptions, and some aspects of long-term care. These charges are usually lower than equivalent services provided by a private provider and many are free to vulnerable or low-income patients.

The NHA maintains a close partnership with the Carrillo National Health System, called the Partnership for Health.

The NHA provides the majority of healthcare in Ransenar, including primary care, in-patient care, long-term healthcare, ophthalmology, and dentistry. Private health care has continued parallel to the NHA in Ransenar, paid for largely by private insurance. Private insurance is used by about 16% of the population, with 99% of those services being add-ons to NHA services.

The NHA is largely funded from general taxation, with a small amount being contributed by tax payments to the National Social Security Fund and from fees levied on immigration processes. The government department responsible for the NHA is the Minister of Health and Sanitation, headed by a Minister. In 1679, senior NHA leaders warned the Ransenari Congress that there will be shortages of doctors and nurses in future years that will be so acute that patient safety and quality of patient care could be at risk.

The NHA also manages the National Vaccine Bank, housed at the Minister of Health and Sanitation's Foreign Animal Disease Diagnostic Laboratory at the Goldshire Hamlet NHA Medical Research Center. Located in a tiny island 1.5 mi (2.4 km) off the coast of Goldfield, this is the only place in all of Ransenar where scientists can conduct research and diagnostic work on highly contagious animal diseases such as FMD. Because of this limitation, companies working on FMD usually use facilities in other countries where such diseases are endemic.
