The National Education Authority, or NEA, is the governing body overseeing education in the nation of Sayaffallah.

Responsibilities

  • Ensures the compliance of school districts both public and private in accomplishing the scope of educational achievement mandated by the Council of Educators
  • Inspects schools for excellence & compliance with curriculum/benchmark requirements
  • Submits relevant statistics to the Council of Educators
  • Handles and investigates all complaints against educational systems and maintains anonymity of reports

Brief history

The National Education Authority was founded in 1875 as the watchdog arm of the Council of Educators to ensure that the directives of the COE were being adhered to by all levels of educational institutions within Sayaffallah. Prior to the establishment of the NEA the Council of Educators relied upon direct reporting by educational institutions. When the COE began randomly investigating schools they found significant to severe discrepancies in the information that was provided to them and the information they uncovered during the course of their investigation.

After consultation with the Sultan the National Education Authority was created and was chaired by two individuals Isaiah Brimley and Faisal Raqsein both of whom represented the leadership of the two most prestigious universities at the time that being the Military College of Sayaffallah and the University of Research in Beyrouth. These two gentlemen worked tirelessly together to form the criteria by which the NEA would operate and within five years time their number grew to five educators representing the top institutions within Sayaffallah.

Today the National Educational Authority consists of the leaders of each of the universities in Sayaffallah as well as peer elected academics who have attained the PhD level of education in each discipline within Sayaffallah and also those who are picked by the Sultan based upon their peer assessment reviews (PAR) and their accomplishments within the educational field.

Process of investigation

  • Complaint or report of non-compliance from independent party received by NEA
  • Initial consultation of past history conducted
  • NEA opens file
  • NEA sends investigator for spot review
  • If spot review failed NEA issues report
  • If spot review passed NEA closes file
  • Spot report indicates areas of concern and 30 days for administrator of school to reply with changes to be implemented
  • If no reply received second inspection occurs and required change is sent
  • Required change indicates monthly inspections and after 1 year if inspections still failed the school is placed under control of the NEA until problems are fixed

Board of Governors

The NEA consists of a Board of Governors totaling 10 individuals who oversee the Board of Experts. The Board of Governors is appointed directly by the Sultan and is responsible for ensuring the administration of the NEA remains on track at all times. The Board of Experts is composed of leading university and private sector researchers as mentioned above and is appointed by the Board of Governors directly. The Board of Governors are paid a private salary by the treasury of the Sultan so that no public funds are utilized.
