Harbor Reconstruction Initiative
The Harbor Reconstruction Initiative was an economic relief program announced by the National Salvation Council on 25.XII.1744 AN[1], just six days after the 1744 Oportian coup d'état. The initiative provided immediate compensation to fishing communities and coastal populations affected by attacks from the Confederacy of the Dispossessed during the Corsair Resurgence.
Unlike the previous Vermeuil administration's bureaucratic delays in distributing aid, the program delivered direct financial assistance within days of announcement, earning the National Salvation Council significant goodwill in coastal regions that had suffered most during the maritime crisis. The initiative was funded through the nationalization of assets from companies implicated in corruption scandals and represented one of the Council's first major policy actions under the "Four Pillars" policy framework.
