Manifesto
Democratic Reform
The Federal Consensus Party believes in the Proclamation of Punta Santiago, guaranteeing the rights and liberties of all people. We are however committed to improving upon our constitutional values, strenghtening the civil liberties and rights of our citizens, to maintain our place as a nation with the rule of law as its guidance.
- A new Charter of Rights. with the anchoring of vital social, economic, and political rights. We are especially looking at enshrining the right to education and the right to a reasonable life standard into our constitutional settlement.
- Devolution. We want to devolve more responsibilities to the Regions, with policing, infrastructure, and environmental protection strongly moved into their hands. In this way, we can ensure that all Regions enjoy the economic growth and democratic values of our nation.
- A Modern Chamber of Peers. The most important is a strong reform of the Chamber of Peers: putting term limits of 15 years, capping annual appointments, removing hereditary peers, creating new non-noble peerages for scientists and legal experts, and ensuring peerages for ethnic and religious minorities.
- An elected Council of State. Including the President of the Government. Along with that, Votes of Confidence will be required for all ministers and the President, ensuring that they are loyal to the elected Cortes Generales.
- Civil Participation. We will create a Youth Cortes, to allow for students to get involved in politics from a young age. And we will create a generational test for legislation. There is also strong support for lowering the voting age to 16 years, and we will follow that support. Beyond that, we will have consultations on political issues with civil experts.
- A Monarchy fit for the future. The FCP believes the King has a special position in our Federation, but that he should be subject to the same tax laws as all citizens.
- Diversity and women rights. We will maintain the right to abortion. We will reform our justice system to criminalize financial abuse and stalking. It is imperative that we end the wage gap once and for all, in collaboration with businesses and educators.
- Racism and discrimination. Racism and discrimination are never acceptable. We support the LBGTI+ community, by standing firm on same-sex marriage and -adoption. And by ensuring comprehensive sexual education with lessons about gender and sexuality. To combat discrimination, we will set up special coordinators in the police and armed forces. We will create a fine for businesses and employers who are caught discriminating. And we will establish a national ombudsman for discrimination, including for that conducted by the government.
Defence Policy
Our nation has a strong military with cut-edge technology, strong training regimes, and embedding in the Raspur Pact. We want to exploit these strengths, and keep the national armed forces strong, to protect our national security and civil liberties.
- Strengthening our armed forces. The FCP believes in a strong connection with our Raspur Pact allies to promote military might. We will specifically work to set up new cooperative units for cyber defense and anti-terrorism. We will maintain the defence spending at its current level, while also investing in new technological development. Modernization and training will be the cornerstone of our advanced defensive capabilities.
- Expanding our Fleet. The FCP also believes in a strong navy. As a major naval power, spread across three continents, it is vital that our fleets can secure the sea lanes and protect our coasts. New technology and recruitment, as well as refitting our existing vessels, will the basis of our naval policy. We will commit to launch 50 new submarines by 1725.
- Investing in our Air Force. Our Air Force is one of the most advanced in the world. But we are currently depending on rapidly outdating A-5s, some of which are 30 years old. That is why we will invest in the new Javelin Industries aircraft to replace them. And we will expand the unmanned aerial vehicles wing.
- Strengthening the Intelligence Community. We believe that our intelligence services are the cornerstone to our national security. We will establish new task forces for cybercrime and international terrorism. And we will create a new Intelligence Joint Council that will bring all agencies together to promote collaboration and intelligence sharing. There will also be new funds for research and technology for intelligence agencies.
Economic Policy
The FCP has an ambitious program for economic growth. We believe in a strong market economy, where our public and private sectors cooperate to bring new jobs and economic activities. And we believe in a regional approach: to ensure that economic growth can benefit the whole of the nation, in particular the economies of the Islands that suffered the most from the Recession.
- An ambitious plan for growth. We plan to create new grants for small businesses, research and development, agriculture, and television & radio. By investing millions into the start-up economy and expanding the SBDA. Grants to IT, Biobased products, and Energy can create new technological advancements that fuel the expansion of our green economy. Our small business grants will especially focus on creating economic opportunities in hospitality, tourism, and leisure, some of the core economic drivers in the Islands. In agriculture we will support organic farming and circular economy, which lowers pesticide and fertilizer use, improving soil quality. And we will create regulations on the use of pesticides and fertilizers, with an emphasis on preventing water contamination.
- Devolving economic planning. The FCP will devolve economic growth to the regions, with regional economic plans. Regions can make decisions on infrastructure, industry, and trade. This ensures that economic growth is spread across the nation.
- Protecting Wages and Paid leave. We will maintain the national minimum wage, increasing it with at least inflation each year. We will also ensure that paid parental and medical leave are maintained. We will work together with workers' unions to ensure equal pay and workers rights. Alongside this, we will strengthen workplace inspections to maintain workplace safety, and ensure that these safety rights are enshrined in law.
- Strengthening our public sector. The FCP will invest in the expansion of our public sector. New opportunities in infrastructure, through our comprehensive transit, energy, and housing programs, can create jobs and economic growth. But beyond that, we will invest in public administration, to improve our tax efficiency and financial stability.
- Using transit links to connect the nation. The transit program that the FCP wants to accomplish is an extensive expansion of our railways, roads, airports, and harbours. We support new railroad construction: a new railway network on the Isles of Caputia and the Islas de la Libertad. As well as new regional links in Lyrica and Alduria. We also want to make thought-out decisions for our roads, opting for bypasses, grade separation, and asphalting instead of new lanes. And we want to expand our parking lot facilities with new underground and tower parking. Our airports expansion is vital to our transport links: New Luthoria, Islas de la Libertad, and Isles of Caputia International Airports provide a direct link to the Isles by Air. We will also open the Puerto Carrillo Airport. We will support these airports with dedicated express bus lines. Our buses will overall be supported with new lines and new vehicles, including an investment in biofuel and electric buses. On regional buses, we will create dedicated highway bus lanes where needed.
- Supporting green energy. The FCP's energy program is focused upon renewable energy and nuclear. We will invest in some of the biggest projects yet, with thousands of new offshore wind turbines, new solar parks, and hydroelectric energy. We support nuclear with new nuclear plants. We have the ambition to have our energy mix at Net-Zero by 1730.
- A new Era of Building. The FPC's housing program promises to deliver more than 1 million houses each year. Creating new neighbourhoods, while also refurnishing existing stock, especially empty factories and businesses, will ensure housing is available to all. We will ensure at least 20% of these houses are Social housing, and at least 40% is affordable. This is done with low-interest loans and down payment assistance. And we will provide these communities with strong transit links, cyclist routes, and pedestrian safety. We will also help existing households, by investing in decarbonization and microgeneration. New grants for heat pumps and solar panels will be created for this. To protect starters in the housing markets, and reduce concurrence between housing investors, we will introduce a transfer tax. And we will support tenants' rights with protection from no-fault evictions, rent gouging, and deferred maintenance.
- Keeping more money in people's budgets. The FCP will reform taxes. Income tax will be lowered, while capital-gains tax will be increased. And there will be a concerted effort to reduce tax evasion, including with sanctions for businesses and individuals, and preventing offshore tax avoidance. At the same time, we will establish new campaigns for smart budgeting, encourage banking access, and creating new methods of debt payment.
- Preparing for natural disasters. We recognise the dangers of natural disasters. The tragedy of New Luthoria must not be repeated. So we will invest in disaster preparedness. With new programs of flood protection, weather monitoring, and early warning systems. But also with expanding search and rescue operations. And by ensuring buildings and housing is resilient and disaster-proof.
- Expanding broadband access. For the modern economy, internet access is vital. So we will invest in new broadband construction to rural communities, as well as establishing 4G networks on the Islands.
Law and Order Policy
The FCP wants to ensure that our justice system and national security remain strong. That is why a concerted effort into recruitment, funding, and reform is vital to maintain our rule of law.
- Expanding our police force. A new recruitment effort will bring more police officers. We will invest in parole services and forensic services. We will create new cybersecurity teams to combat digital crime. And new task forces dedicated to drugs crime, human trafficking, and domestic terrorism. Lastly, we will expand the use of non-prison sentencing, such as curfews, community service, and electronic tagging.
- Combatting financial fraud. The FCP will create a new fiscal police. That will combat money laundering, fraud, and criminal financing. This will be coupled by new legal rights for judges to confiscate criminal assets.
- Protecting victims and witnesses. New witness protection programs, and new rights for relatives in court proceedings, will strenghten their protection. Most importantly, we want to ensure that victims and witnesses have access to psychological aid.
- Equal right to access to justice. It is a constitutional duty to ensure everyone has access to the courts. That is why we want to lower court fees. Why we will ensure that low-income families have access to pro bono legal aid. And why we will create new methods for dispute resolution. More important, we will reform judicial education, by allowing judges to stay in the same jurisdiction for longer, and expanding specialization programs.
- Strong gun policies. With new obligatory background checks. With mandated waiting periods between purchases. And with active programs to promote responsible ownership, including through education.
Foreign Policy
We believe in diplomacy and the international rule of law. And we believe that trade can create new economic opportunities and lift up entire communities.
- Investing in the Raspur Pact. The FCP is a strong supporter of the Raspur Pact. In fact, we want to expand on the mutual defence and free trade in the Pact. By establishing new cooperative programs for defense, especially data sharing for military technology, crime and anti-terrorism. By expanding the ECS and creating a new international trade fleet. We will especially launch new joint exercises with Constancia.
- The FCP will ensure that Nouvelle Alexandrie signs the Convention on Civil Aviation.
- Signing new FTA's. The FCP believes in the power of Free Trade Agreements. But it believes that representativeness and transparency are vital to the process. Strong rules regarding exports and dual use goods will also be implemented. FTAs should furthermore ensure the improvement of human rights, working conditions, woman rights, and environmental protection.
- Supporting the MTO. We will invest in the MTO Court by providing new barristers and prosecutors, and in investment in diplomatic services.
Health Policy
The FCP believes healthcare is a cornerstone of our welfare state and economy. That is why our plan for healthcare encompasses investments that will have a lasting impact on the health of the nation.
- A strong market synergy. We will collaborate with market partners. Especially in creating new medical research and pharmaceutical development. New business plans on a local level can ensure that regions have enough budget space for health.
- Supporting secondary care. The FCP is dedicated to making secondary healthcare the best in the world. Special grants will be made available for dentistry, optometry, and revalidation services. New collaboration plans will be closed between GPs, hospitals, and secondary carers.
- Supporting a Healthy lifestyle. What is most important in our Health plan is our healthy lifestyle and diets program. These include increasing tobacco taxes, and creating a sugar tax. By setting limits on salt, sugar and fat content. By subjecting e-cigarettes to the same tobacco laws. And by combatting obesity, with mandatory PE lessons, reducing gym fees, and giving grants for dietary programs.
- Ensuring Houses are healthy. The FCP knows that health also depends on a healthy house. By creating grants for ventilation and air quality. And by investing in mould reduction and insulation.
Education and Culture Policy
The FCP has an extensive plan for education. We believe it is the foundation for economic opportunities, social equality, and democracy. We will also support culture and media.
- Equalized spending in school districts. So that underperforming schools can receive help in funding to improve their schools, and that opportunities for children and students are equal across the nation. We will also set up a specific program for special education so that they can receive the funding they require to support SEND children.
- A national standardised curriculum. With a strong emphasis on developing language and math skills. With a minimum level of classes in biology, history, geography, science, arts and crafts, and computing. By ensuring that comprehensive sex education is given at all schools. And promoting subjects of the future, such as digital literacy, thought for the environment, and public participation.
- Supporting auxiliary services. we will create new grants for auxiliary school services. We will set mandatory access to school psychologists, study advisors, and dieticians. And we will ensure school transport and catering is both accessible and healthy.
- Invest in teachers. We will create grants for comprehensive teacher training. By reforming teacher certification. And the creation of a national tutoring program.
- Supporting adult education. By investing in it, and create a new on-off development budget for adults. And also by ensuring that part-time adult learning does not impede on salaries.
- A rich school day. Children deserve an education that caters to their creativity and skills, and protects their health. That is why we will bring music, drama, and dance to classrooms by recruiting new teachers. Expanding free school meals, and teaching about healthy diets. By combatting illiteracy with new language classes and a program for reading. With new homework support groups. And creating mandatory civics lessons. We will also support special education with recruiting of teachers and nurses, and new facilities.
- Our plan for science. We will reform our funding system to ensure universities and research facilities receive more direct research funds, simplifies the requests process, and lowers concurrence between researchers. With new integrated plans between Department and institutes focused on transparency and effectiveness. And creating sector plans to diversify research among different areas.
- Supporting arts and culture. With new grants for the cultural sector. Giving individual artists and small collectives more attention. And by helping local governments with local cultural funding. Beyond that, by creating subsidies for preservation, visibility and use of art.
- A National History Canon. A dedicated program to create a national chronological summary of the important topics in national history. We will aim to make this available in every library and be taught in schools.
- Supporting our national media. We will create new grants for our public broadcasters, focused on cultural programs and documentaries. We will promote collaboration between channels. We support our regional channels, by creating federal funding for regional budgets. And we will negotiate integration of local stations.
- Supporting our press. An Independent Press is vital to our democracy. That is why we will create a fund for investigative and local journalism, and strenghtening the independence of the press with a new anti-corruption office.

Organization
The political action committee For the New Consensus was founded in 12.XI.1718 AN in Cárdenas under the presidency of Deputy Pedro Albaraz. The purpose of the PAC was to spread the support-base of voters for the New Consensus manifesto, especially with urban middle class, liberals, students, and women. It is the main PAC designed to support the election campaign.
The FCP uses an extensive network of volunteer campaigners and is divided into regional teams, one for each region, led by a regional campaign leader. The volunteering campaign consists of extensive canvassing, rallies with regional candidates - and members of regional legislatures - and phone banking. There is a special campaign tour called 'Road to the Future', featuring an electric bus with deputy leader Émile Dumont and national campaign leader Pedro Albarez.
The FCP has a dedicated digital campaign presence, with an expert team of social media strategists. They also have a data analytics team for targeted campaigning.
The FCP works at a local level to increase voter turnout with active registration campaigns and specific help for voters on the election process.
In general terms, the FCP campaign is especially garnered towards young people and the middle class. Their campaign emphasises the national slogan 'For a Better Future', and is known for using non-technical language to convey to voters.

One ad features Alfons Dandela speaking about the FCP's plans for the economy, for healthcare, and education. A different, general ad shows campaigners of the FCP flyering and speaking to people, signalling public participation.
There are a few specific ads, with an emphasis on education, energy, and healthcare. One ad shows a classroom, with a child struggling, and a teacher reassuring him, with the FCP promising equal opportunities for all children in schools. Another ad shows an offshore wind park, a solar park, and regional candidates talking to energy spokespeople, telling that the FCP has an ambitious plan for green energy.

OPENING SPEECH, FCP CAMPAIGN FOR 1718 GENERAL ELECTION
People of Nouvelle Alexandrie,
I am glad to stand before you today, to announce the launch of our campaign for the general elections of 1718. We at the FCP want to make this nation better for everyone. In the past years, we have suffered a recession, war, and falling living standards. And we want to change that.
The FCP believes in a strong economy. That is why we will invest into the long-term development of our economy in three areas: transportation, housing, and energy. Regarding the first: we will start a new era of building of mass transit, with railways, roads, metros, trams, airports, and ferries. These will first and foremost serve our Islands: New Luthoria, the Isles of Caputia, and the Islas de La Libertad have been neglected for too long. Buses and ferries will be the new service connecting these regions.
Our energy mix must be diversified: we must increase our renewable resources. We have ample space for offshore wind, solar parks, and hydroelectric energy. We want to ensure that by 1730, at least 30 percent of our energy mix is renewable. And we will include nuclear into this.
FCP wants to begin a Housing spree: more than 1 million houses per year. We do this by establishing new communities, with dedicated transit links and pedestrian and cycling networks. And our current stock must be refurbished. We will support insulation, decarbonization, and microgeneration.
What is really important for the FCP, however, is our education policy. We want to unleash the potential of children, students, and teachers. By giving them comprehensive training. Tutoring programs. Free school meals. Dedicated music, drama, and dance classes. New homework support groups. And new language classes and reading programs. This will all be made available by equalising pay in school districts.
We need to look not only at education, but also at healthcare, the foundation of any society. We want to make sure that everyone has good access to secondary care. We want to make sure that people can see their GP, and that these vital professionals collaborate with hospitals and secondary carers. We will establish new local business plans for hospitals, and incorporate market partners to promote breakthroughs in medical research. What is most important, however, is our plan for lifestyle: promoting healthy diets. Setting limits on salt and sugar contents. Making PE mandatory in schools. And giving gym fees support for low-income households.
We believe in Law and Order. So our police and justice system deserve fundamental investment. With a new fiscal police. Task forces for drugs crime, trafficking, and anti-terrorism. We also stand firm with victims and witnesses, with new protection programs and psychological aid. And we want to protect equal access to justice. By lowering court fees. Giving low-income families pro bono legal aid. And creating new methods for dispute resolutions.
Lastly, I want to talk about our Democratic program. We believe that the Chamber of Peers needs to reflect the situation of the Federation. So we will introduce a variety of measures. No more hereditary peers. A cap on appointments. Dedicated seats for non-noble peerages, including ensured seats for ethnic and religious minorities. And a term limit of 15 years. Beyond that, we believe in civil participation: with a new Youth Cortes. New consultations with stakeholders. And stronger protections for petitions. But more than that, we want an elected Council of State, including the President. And we will institute Votes of Confidence for all ministers.
I will end to say that we believe in a different politics than both the FHP and SDLP: we will not expand the power of the national government. We will not seek far-going redistribution. We will follow the moderate road.

ENDORSEMENT OF THE FCP FOR 1718 GENERAL ELECTION
My fellow citizens,
After much reflection, I have decided to give my endorsement to the Federal Consensus Party in the upcoming General Election. While I do not agree with the party on every issue, I believe that they, among the major parties, are the best positioned to deliver the change that our Federation needs and to ensure that we have a prosperous economy for all in the years ahead.
The FCP is right to emphasize the importance of moving towards a more truly Federal system and de-centralizing power from the national government and giving more power to our communities. FCP's economic priorities of investing in our transportation and infostructure links will also pay dividends to our citizens, creating jobs, sustaining jobs, and creating prosperity for all.
I also welcome the FCP's commitment to lowering the income tax, which will put more money back into the pockets of hard-working citizens throughout the Federation, and hope that the FCP will strive on all their tax policies to ensure that job creation remains a top priority.
While I, at many times, have agreed with all the other parties on various issues, the FCP is the only credible party to bring the changes the Federation needs right now. The FHP has not delivered the vision in which it was elected to office, and has dramatically increased the power of the Federal Government--often against the spirit of the Proclamation of Punta Santiago. The SDLP, on the other hand, has not shown itself to be an effective opposition party and continues to adopt principles that would hamper economic growth and development throughout the Federation.
Therefore, I encourage all my fellow citizens to lend their vote to the Federal Consensus Party in the upcoming election and encourage the FCP to not lose sight of creating a favourable economic environment where all can prosper.Leadership Speeches

REACTION TO LIBERTYGATE
People of Nouvelle Alexandrie,
Recently, we were startled by the apparent fraud undertaken by the PLC. A massive amount of campaign funding was secretly, and illegally, funnelled towards this party. It has serious implications for the integrity of our democracy, for the legitimacy of our elections. We should all take this scandal very seriously. It is a sign that we must always protect our democracy, by being honest to our voters. By being open and compassionate.
I can say, in the strongest terms, that I condemn and distance myself from the conduct of my colleagues of the PLC. We at the FCP work by the rules, because we believe that we serve our democracy and our people by being honest and transparent. It is good that the Minister of Justice has instigated an investigation. We at the FCP will comply fully, because we know that we have done everything according to law. We work for our position by engaging with people. By campaigning for our values and our integrity. Not by receiving donations from billionaires and corporations out to influence our nation as they see fit. We work on our own conscience, not on the whims of others with riches.

STATEMENT ON SDLA MERGE OFFER
People of Nouvelle Alexandrie,
As you have been informed, we at the FCP have received an offer from the SDLA. To merge our campaigns and work together as one party. But also has also been said by our spokesperson, we have declined that offer on the basis of policy differences.
There is a big difference between the SDLA and us that we cannot bridge: socialism. We believe in a strong market economy, where local entrepreneurship and free enterprise drive the creation of jobs, an innovative workforce, maintaining of decent living standards, and international competitiveness. We will not return to the planned economies of the SDLA, which made the Recession possible and led to unemployment and political instability.
This is also the other main issue: we distance ourselves from the policies of Julio Delgado. Our party was founded to bring forward change in the aftermath of the 1703 elections. But during our coalition, there was little change, and our founders left. And we have no intention of returning to the party that carries his legacy. To do that would be to betray the trust of our voters, who want to see change.
We want to bring the change that the SDLA could not bring when it was in power, and which the FHP has not brought in the past years. We are the party for the people who want to look forward, who want to make this nation better. Who want to see a bright future for our children and grandchildren. If you believe in this: vote FCP!

SECOND-DAY SPEECH
People of Nouvelle Alexandrie,
In this campaign, we are making the choice for the future of the nation. Will we return to the failed socialist ideals of the SDLA, or will we continue to face the conservative values of the FHP? We in the FCP believe in progress. That is what our campaign is about. That is why we have pledged to work for you, with a plan for growth, an uplifting of public services, and a new era of building.
In the last election, we failed to hand you, the people, a viable alternative to the politics of the FHP. These elections, we want to show you that the alternative is us. The FHP is not without blame: in the past years, more than one scandal has arisen from them. From the failed Federation Games, industrial pollution, the Vanic Revolt and reconstruction, to the Recession of 1709. These problems could've been, and should've been handled better. We will ensure that we can handle rising inflation, growing unemployment, and economic uncertainty. By maintaining a strong rent policy. By creating new jobs in the face of layoffs, and stronger manslaughter rights. By ensuring our banking sector maintains buffers, performs pressure tests, prevents bank-runs, and upholds public trust.
But beyond that, the FHP has been sitting in power for too long. We have been in a stalemate between the socialist left, and the SDLA; and the right-wing conservatives of the FHP. We at the FCP present a new form of politics: one where left and right are second, and instead we focus on progress, evidence-based policies, and accountability. It is time for us to break up the two sides of the political spectrum, and instead opt for the real solution: the broad center.
With the FCP, you will elect a party that wants to make the big decisions that will make all of our people prosperous. By making our economy green and sustainable. By giving you great schools and hospitals. By building houses to combat the current crisis. By working together internationally. And keeping our armed forces strong, to protect our national security.
Our pledges are honest and reasonable: we want to give children the best opportunities in their education. We want to give everyone the right to good health. We want to work together with the market to create truly sustainable growth and entrepreneurship. And we want to start a new era of building, with roads, railways, houses, and renewable energy.
Together, we forge a better future than what the socialism of the SDLA would create, which did not prevent the Recession; and what the FHP is delivering now, with their failure of the Federation Games, and their failing policies in housing and pollution.
