Order 1705.1
Instruction to Undersecretaries
1 FIRST ARTICLE
The Undersecretary for Peace, Order and Internal Security and the Undersecretary for Public Safety, Risk Resilience and Emergency Management are instructed and commanded to act as follows:
(1) To produce a report to be presented to the Secretary of Interior regarding the reorganisation of intelligence, counter-intelligence and anti-terrorism efforts in the federal government. The Undersecretaries shall in the report
(a) present information regarding the current state of intelligence, counter-intelligence and anti-terrorism efforts in the federal government,
(b) present information about the organisation of such efforts in allied nations,
(c) make recommendations to the Secretary and the government regarding the reorganisation of such efforts, with special attention to efficiency, transparency and control,
(d) comment on and give advice regarding the organisation of a new dedicated agency, responsible for all civilian domestic intelligence, counter-intelligence and anti-terrorism efforts,
(e) comment on and give advice regarding the organisation of a new dedicated agency, responsible for all civilian foreign intelligence, counter-intelligence, information-gathering and anti-terrorism efforts, and
(f) comment on and give advice regarding the cooperation between these agencies, and these agencies and military intelligence.
2 SECOND ARTICLE
This order takes effect immediately.
