Authorize and Facilitate the Production of Goods and Services Essential to the National Defense of Nouvelle Alexandrie, and to Ensure Their Timely Delivery to the Government or Private Sector Entities That Require Them; Among Other Purposes.

BE IT ENACTED by the King’s Most Excellent Majesty, by and with the advice and consent of the Federal Assembly, in this present session assembled, and by the authority of the same, as follows:-

PART I
GENERAL PROVISIONS.

Article 1: Short Title.

  1. This act shall be known as the Defense Production Act, 1718.

Article 3: Definitions.

  1. For the purposes of this act, the following terms are defined as:
    1. "Goods" means articles, materials, supplies, and equipment, including ships, aircraft, and vehicles;
    2. "Services" means any type of support or work performed, including research and development;
    3. "Essential goods and materials" means goods and materials, including but not limited to food, water, medical supplies, energy, and transportation equipment, that are necessary for the national defense and security of the Federation of Nouvelle Alexandrie.
    4. "Defense industry" means any person or entity engaged in the research, development, production, and supply of goods and services necessary for the national defense and security of the Federation of Nouvelle Alexandrie.
PART II
DEFENSE PRODUCTION IN NOUVELLE ALEXANDRIE.

Article 3: Authority

  1. The Council of State of Nouvelle Alexandrie is authorized to take all necessary actions to ensure the timely production and delivery of essential goods and materials during times of crisis, and to provide necessary support to the defense industry in order to safeguard the security and sovereignty of the Federation of Nouvelle Alexandrie.

Article 4: Priorities and Allocations

  1. In order to ensure the timely production and delivery of essential goods and materials during times of crisis, the Council of State of Nouvelle Alexandrie is authorized to prioritize and allocate materials, services, and facilities as necessary to promote the national defense and security of the Federation of Nouvelle Alexandrie. Such prioritization and allocation shall be carried out in a manner that is consistent with the principles of fairness, equity, and efficiency.
  2. The Department of Defense shall determine the priorities for the production of goods, services, and other essential goods and materials under this act.
  3. The Department of Defense shall allocate the production of production of goods, services, and other essential goods and materials under this act in a manner that:
    1. maximizes domestic production, and ensures the provision of essential goods and services to the government and private sector entities;
    2. ensures the effective use of resources, including the conservation of critical materials and supplies;
    3. prevents unnecessary price increases or other disruptions in the supply chain; and
    4. provides for the national defense requirements of Nouvelle Alexandrie, as identified by the Council of State of Nouvelle Alexandrie.

Article 5: Production Requirements

  1. The Department of Defense shall have the authority to require any person or entity engaged in the production of goods, services, or other essential goods and materials that are necessary to the national defense of Nouvelle Alexandrie to prioritize and allocate production to meet the needs of the government or private sector entities.
  2. Any person or entity that receives such a requirement shall comply with it, and shall be compensated for the additional costs incurred as a result of the requirement.

Article 6: Expansion of Productive Capacity

  1. The Department of Defense shall have the authority to provide financial and other assistance to persons or entities engaged in the production of goods or services that are necessary to the national defense of Nouvelle Alexandrie to expand their productive capacity.
  2. The Department of Defense may also provide such assistance to persons or entities that are not engaged in such production, but that have the capability to do so.

Article 7: Reporting Requirements

  1. The Department of Defense shall keep the Federal Assembly and the public informed of the use of the authorities granted by this act, and of the production of goods, services, and other essential goods and materials under this act.
  2. The Department of Defense shall provide an annual report to the Federal Assembly on the implementation and effectiveness of this act, including any recommendations for improvements or modifications.

Article 8: Enforcement

  1. Any person or entity that fails to comply with a requirement or allocation order issued under this act shall be guilty of a misdemeanor and, upon conviction, shall be fined not more than 50,000 or imprisoned for not more than one year, or both.
  2. Any person who willfully makes a false statement, representation, or certification in any document relating to the implementation of this act shall be guilty of a felony and, upon conviction, shall be fined not more than 10,000 or imprisoned for not more than three years, or both.
  3. The Department of Defense shall have the authority to take appropriate enforcement actions to ensure compliance with this act, including seeking injunctive relief, ordering the seizure of goods or services, or imposing fines or other penalties.
  4. Any person or entity that is found to have violated this act shall be liable for any damages resulting from the violation, including the costs of any enforcement actions taken by the Department of Defense.
  5. The Department of Defense may also refer violations of this act to the appropriate authorities for criminal prosecution or civil action, as necessary.
PART III.
'CLOSING PROVISIONS.

Article 9: Closing Provisions.

  1. This act shall apply to all of the Federation of Nouvelle Alexandrie.
  2. This act shall not become law unless it has been given Royal Assent.
  3. This act shall be published and made publicly available.
  4. If any provision of this act, or the application thereof to any person or circumstance, is held invalid, the remainder of the act, and the application of such provision to other persons or circumstances, shall not be affected thereby.
