The Congress of New Burkland is the unicameral legislature of New Burkland. The ruling People's Democratic Front is awarded 1924 seats automatically, and it is up to the leadership of the PDF to fill the seats. 102 seats are allocated to the opposition parties. The opposition seats are voted on in elections that generally have low turnout. The Capitalist Party of New Burkland is the only opposition party approved to run in elections, so they automatically win all 102 opposition seats. PDF members are banned from voting for opposition seats.

International observers often criticize the Congress and its electoral system as undemocratic due to the guaranteed monopoly of the People's Democratic Front. Within New Burkland, the Capitalist Party routinely introduces legislation that would amend the constitution to allow for democratic elections. Supporters argue that the New Burklandi political system has wide support from the populace and that the system prevents populist parties from taking power and taking away the rights of minorities. They also point to the power that trade unions and other mass organizations have over the PDF as a mechanism in which New Burklandis can lobby their government for change.

The number of seats reserved for PDF is 1924 due to lobbying from the Autistic Depathologization and Liberation Party during the drafting of the constitution. Their interpretation of history is that autistic pathologization began in 1925, and so, 1924 must be celebrated as the last year without autistic pathologization.
