Citizen's Committee for a Constitutional Convention (pejoratively nicknamed C4 by its opponents) is a Punta Santiago-based NGO that receives communications from ordinary citizens on proposed amendments to the Proclamation of Punta Santiago and lobbies for a Constitutional Convention. It was founded in 1740, after the Spring Crisis of 1739.
