REPEALED by Acts of Assembly No.26, Assembly Operation Act.
Section 1. Only four bills may be debated on the floor of the assembly at any given time. These four bills and the bills waiting in the cloakroom will constitute the agenda.
Section 2. To determine the order of bills on the agenda, a vote will be held every week, beginning on Saturday and ending on Sunday. The bill with the most votes will be placed first on the agenda, the second most votes as second, and so on.
Section 3. All new legislation proposed will be assumed to be last on the agenda until the weekly vote is held.
Section 4. The full agenda will reset with each vote, excepting those currently on the floor.
Section 5. In case of a pressing order of business, a motion to suspend the agenda may be made, requiring a second and a third, which will change the position of a bill on the agenda. The motion to suspend the agenda must be made with a specific position on the agenda proscribed.
Section 6. In order to provide for a flow of bills through the assembly, bills that have stagnated may be tabled by a motion to table and two supporters. This will automatically place the tabled bill as last on the agenda.
Section 7. When a bill leaves the agenda, either by being moved to vote, or through tabling, then all the bills above it shift forwards one spot. Similarly, when a bill is inserted into a higher place by a motion to suspend the agenda, all bills above it will shift back one place.
