Vesüha Accords

The Vesüha Accords (official name: Accords agreed at Vesüha for the Unification and Reestablishment of Hurmu between the Kingdom of Craitland and Lakkvia on one part and the Order of the Holy Lakes and the Restored Khanate of Lontinien on the other part) form an international agreement between, on one hand, the Kingdom of Craitland and its dependency Lakkvia, and, on the other hand, the Hurmu Trust Territory with regard to the unification and reestablishment of Hurmu as an independent sovereign state.

The treaty was signed 22.V.1690, ratified by both the Hurmu Trust Territory and Craitland on 23.V.1690. It entered force on 13.VI.1690, signalling the start of the unified Hurmu state.

The Accords were negotiated and signed in the Palace of the Elenaran, in Vesüha, Lakkvia. The Craitish and Lakkvian side included Ribe Särensen (Craitish prime minister) and Jan Spiik (Lakkvian prime minister), and the Hurmu side included Temüjin (Co-ruler of the Hurmu Trust Territory and Khan of Lontinien) and Anskar Isamma (Order of the Holy Lakes). Dignitaries from around the world were invited to attend.

Background

Following the collapse of the Storish state in 1685 AN, the Order of the Holy Lakes, teaming up with the Restored Khanate of Lontinien, began securing the former territories of Stormark where Hurmu people formed a sizeable part of the population, and established the Hurmu Trust Territory there as a provisional government. In so doing, people in Lakkvia, began seeing the possibility of a Hurmu reunification as a possibility for the first time in modern history. Calls were made for reunification of the Hurmu Trust Territory and Lakkvia.

Initially, it was expected that the Hurmu Trust Territory could be submerged into the Craitish territory of Lakkvia. It became clear, however, that there was little support on both sides for this. The Lakkvian government had felt increasingly separated from the Craitish government, and, lately, Hurmu and Lakkvian cultures had seen a renaissance in Lakkvia where people could apply both identities on themselves, regardless of actual ethnicity. "It is an identity of the heart", as Jan Spiik put it. As such, Mr Spiik, Prime Minister of Lakkvia, moved for the establishment of an independent and reunified Hurmu. This created an immediate crossroads for the conservative and somewhat insular Craitish government, shortly after recently winning an overall majority in the Craitish parliament, but the Lakkvians' right to self-determine their sovereignty was upheld via referendum. As such, the Craitish government agreed in the end to allow for the formation of a Hurmu state. They invited representatives of the Hurmu Trust Territory to Vesüha to negotiate a settlement accordingly.

  • Lakkvia and the Hurmu Trust Territory to form one independent and sovereign state under the name Hurmu on 13.VI.1690.
  • All Craitish passport-holders in Lakkvia, all members of the Order of the Holy Lakes, and all those with Hurmu Trust Territory certificates of nationality to be granted the right of citizenship in Hurmu
  • Free movement of nationals between Craitland and Hurmu
  • King Craitman VII to remain King among the Lakes, an honorary title, in Hurmu
  • Hurmu to have a legislature, called the Parlerment, of two chambers (The Senate, and the Assembly of Representatives).
    • The Assembly of representatives is democratically elected by all legal residents (i.e. Craitish citizens resident in Hurmu, Hurmu citizens, and foreigners with permanent residency rights)
      • One third of the seats of the Assembly shall be guaranteed to Lontinien.
    • The Senate shall consist of 9 persons, to be elected by the members of the Order of the Holy Lakes once every six years. The presidency of the Senate rotates among the members in a manner so decided by the Senate.
  • The head of state of Hurmu is the Senate of the Lakes (as a collective).
    • Those who are titled Prince among the Lakes or Princess among the Lakes shall continue to hold such titles as per tradition
    • The title Princess of Hurmu shall be continued to be held by the current holder, and succeeded to as per the traditional rules of Hurmu primogeniture.
    • None of these titles carry any constitutional responsibilities, duties or privileges.
  • The head of government of Hurmu is the Prime Minister, elected by the Assembly and responsible to the Assembly.
  • The official languages of Hurmu shall be Hurmu Norse, Lakkvian, and Istvanistani. Craitish, Hurmumol and Lontinian to be protected minority languages.
  • The capital of Hurmu shall be Vesüha/Huyenkula.
  • The Norton calendar shall be official in Hurmu.
  • Lontinien shall be granted full autonomy for its internal affairs, with the exception of state taxation, defence, national security, border control, coast guard, and all other state-delegated matters.
  • Hurmu to keep using the Cräite as its currency.
