Varpur is an Elwynnese bailiwick in southern Alalehzamin, located by the Blue Elwynn's northern shore opposite Brookshire. Borders Bandar-e Tahmaseb in the east, Zarddeh in the north-east, Eskanderiyebandar in the north-west, and Majik-e Aik and Pernetegh in the west. One of Elwynn's largest bailiwicks, with a population over one million. Babkhi is the sole official language here.

The origin of the name is disputed, -pur is probably from the Babkhi word for city, but the prefix Var- has been interpreted as a reference to Varjans, Varaz (where the founders of the city may have come from), as well as Præta words of obscure origin.

History

The "Bailiwick 34" experiment

In contrast to the Model Bailiwick, where the effort to restore fertility rates and social cohesion to pre-Auspicious Occasion levels revolved around a forced return to a traditional hierarchical society, the Bailiwick 34 Programme, initiated under the auspices of the Commission for the Panopticon in X.1703 AN, focused on a range of possible technological interventions, carried out on the subject population at large, through which the Harmonious Society and the Coordinated State might be attained.

Servile revolt

The servile revolt was an ambitious conspiracy of municipal bondsmen, supported by disaffected Elw members of the Guild of Factors and the Guild of Artisans, to capture the turnpike bastion of the bailiwick of Varpur and to instigate a general massacre of the Babkhi population of the city during the ninth month of 1731 AN. Intended to coincide with an anticipated, or rather hoped for, Shirerithian invasion of Alalehzamin, the plotters were forced to begin their revolt prematurely in the eighth month of 1731 AN following the discovery of the conspiracy by Layla Falrenor and Richard T. Kilgore.

The revolt would, in consequence, be swiftly suppressed by the Corps of the Gentlemen-at-Cudgels, supported by the State Guard of Elluenuueq and the Aviation Forces of the Benacian Union.
