Imperial Decree 001, or 001. Proclamation of Accession, Vadoma I, is the first documented use of the statutory instruments of the Bovic Empire of the West after the division of the Natopian Empire was formalized on 13.10.1709 AN. The division of the Natopian Empire was formalized by the Declaration of Lindstrom, later confirmed by the Micras Cartography Society[1] and the Micras Treaty Organization[2] in 1709 AN.
Imperial Decree 001 was issued by the Empress of Western Natopia, Vadoma I. The decree is countersigned by a myriad of government officials, nobles, and other diplomatic or political officials, including the Emperor of Eastern Natopia, Nathan III. It was issued from Government House, the current seat of the Transitional Government of Western Natopia.
This Imperial Decree is the Proclamation of Accession of Empress Vadoma I to the throne of Western Natopia, serving as one of the founding documents of the nascent Western Natopian state. The document also establishes her husband and consort as co-Emperor of Western Natopia.

WHEREAS Bous is pleased to call upon all of the Lords and Ladies of the Realm, and upon the people of the Western Natopian Nation, to rise and create a new nation in accordance to the principles established in the Declaration of Lindstrom: -WE, therefore, the Lords Spiritual and Temporal of this Realm, assembled in the first session of the Court of Geneva, in the city of Dos Gardenias with representatives of Eastern Natopia, and with other Principal Ladies and Gentlemen of Quality, do now hereby with one voice and Consent of Tongue and Heart publish and proclaim that the High and Mighty Princess Vadoma Rowena Waffel-Paine is now EMPRESS VADOMA I, and of all the appropriate titles and offices pertaining to the Throne of the Western Natopian Empire;
WE, therefore, confer upon the EMPRESS VADOMA I the full powers, responsibilities, and privileges of the throne of Western Natopia, as provided by the Declaration of Lindstrom and the laws of Natopia and Eastern Natopia, and grant the following titles:
- Queen of Neridia;
- Queen of Thalassa;
- Duchess of Dos Gardenias;
- Constitutional Defender of the Realm.
WE, therefore, recognize and confer upon EMPEROR EDWARD I the full powers, responsibilities, and privileges of the throne of Western Natopia, as provided by the Declaration of Lindstrom and the laws of Natopia and Eastern Natopia, and grant the following titles:
WE, THEREFORE, accepting the Will of the people of Western and Eastern Natopia, established in the Declaration of Lindstrom, and the lawful Transitional Government of Western Natopia through its duly established representative bodies, the Constitutional Convention of Western Natopia, and the representatives of the different demesnes, lordships, and spiritual authorities in Western Natopia that We shall serve the only lawful and rightful Sovereign, EMPRESS VADOMA I and EMPEROR EDWARD I, by the Grace and Blessing of Bous, Emperors of Western Natopia, Queen and King of Neridia, Queen and King of Thalassa, and Constitutional Defender of the Realm, the only Sovereigns We recognize in and over the people and Western Natopia, to whom now all faith and constant obedience, with all hearty and humble affection are now due.
WITNESSED BY the Lords Spiritual and Temporal of this Realm, being here assisted by the First Consul and the Consuls and Secretaries of the Provisional Government of Western Natopia, and with other Principal Gentlemen and Ladies of Quality and other Officials;
Given at Government House this 1st day of the 12th month of 1709 AN.
