1. If this was always your intention then it should have been done prior to renouncing your claims to the city.  Otherwise it should have been communicated when I informed you of my own plans in the area. You do not have absolute say regarding what happens in a city you do not claim.
2. I technically already had forces in Vey when you announced this bombing without communicating it prior.  If I wanted to, I could press the case that you've now attacked my forces.  I will refrain for now, and instead insist on contesting the extent of damage. 
3. We can always add a note which says "extent of damage to Vey is contested."  I'm not incredibly inclined to go along with the complete destruction of the city, given that I already clearly had troops there.
