Stefanos Themistoklis was a soldier and civil servant.

He is the eldest son, born out of wedlock during the Euran War, of Antistrategos (Lieutenant General) Demetrios Thesalonikis, operational commander for Operation Debellatio.

He served as a Ypoloxagos (First Lieutenant) with the Aqaba Command Home Guard during the Second Euran War. He was Minister for Aqabah from 13.X.1667, and held this position until his replacement by Annalisa Trevino on 13.I.1686. From 1687 he was Chief of Staff of his father, Imperial Senator Demetrios Thesalonikis. He was appointed Ambassador to Alduria-Wechua at the onset of 1691. At the end of his tour of duty he returned home to prepare to run as a Dikastis for the Imperial Synkletos.

He unfortunately failed in that attempt, and returned to serve as a senior staffer to his father the Imperial Senator.

On 26.IX.1701, he was appointed Minister for Budget and Management and Administrator of the Zeed National Debt Management Authority in the Military Government of Zeed.
