Statute for the Batavian Confederation

The Statute for the Batavian Confederation provides the legal framework for the organisation of the Batavian Confederation. The original text of this statute is written in Batavian.

Prologue

The sovereign states of Batavian origin create an everlasting confederation, which will be called the "Batavian Confederation".

The purpose of this Confederation is to maintain the external and internal security of Batavian countries, and the independence and inviolability of the confederate states.

Chapter I - About the collaboration

Article 1 - Peace and Unity

The confederate states of the Batavian Union maintain peace, guarantee freedom for citizens and form a unity.

Article 2 - Free movement of people and goods

  1. There is free movement of people and goods within the Batavian Confederation. Confederate states are not allowed to levy taxes limiting this free movement of people and goods.
  2. In accordance with the "Treaty on the Unification of Batavia between the Kingdom of Batavia and the Imperial Republic of Shireroth", the free movement of persons and goods agreed upon throughout the entire Batavian Confederation.

Article 3 - Territory

The Micrian territory of all confederate states is seen as part of Batavian heritage. The confederate states are entitled to add to or surrender to their territory only upon the surrender of territory to another state not belonging to the Batavian Confederation, and upon leaving the territory, the Bondsdag has the right to veto. If territory is in danger of being reduced as a result of inactivity, the Bondsdag can, by means of a binding resolution, decide to take over the territory to preserve Batavian heritage.

Article 4 - Collective self-defense

An armed attack on one of the confederate states is conceived as an attack on all confederate states of the Batavian Confederation. The confederate States therefore agree that if such an armed attack occurs, each of them will assist the party or parties thus attacked in exercising the right to self-defense.

Chapter II - About the organization

Article 5 - Head

The Batavian Confederation is headed by the head of state of the Kingdom of Batavia or the legal successor of the Kingdom of Batavia. The Bondsdag decides on a different head if no head of state of the Kingdom of Batavia is available.

Article 6 - Bondsdag

Every confederate state at the Batavian Confederation is represented with one seat in the Bondsdag. The head of the Batavian Confederation is chairman and has one seat in the Bondsdag.

Article 7 - Resolutions

Insofar as this Statute has not been declared binding, the Bondsdag can adopt non-binding resolutions. The head of the Bondsdag has veto over the non-binding resolutions. Binding resolutions have legal authority over those parts in which a state participates.

Article 8 - Headquarters

The headquarters of the organization of the Bondsdag is in 's Koningenwaarde. At the invitation of the head of the Batavian Confederation, a session of the Bondsdag can take place at a different location.

Article 9 - Symbols

The symbols of the Batavian Confederation are determined by the Bondsdag.

Article 10 - Military alliance

The confederate states of the Batavian Confederation form a military alliance of the Batavian Confederation. All parts of the armed forces are made available to the Allied Command Center. The Allied Command is headed by the head of the Batavian Confederation as the highest commander, followed by a commander of each state. The further organization, objectives and powers are regulated in a binding resolution.

Article 11 - Security Council

The confederate states of the Batavian Confederation form the Security Council of the Batavian Confederation. The security and intelligence services make their intelligence available to the Security Council. The Security Council meets under the leadership of the head of the Batavian Confederation, under strict secrecy and confidentiality.

Article 12 - Diplomatic Corps

The confederate states of the Batavian Confederation form a Diplomatic Corps of the Batavian Confederation. Embassies are housed under one roof, representation is assigned to diplomats approved by the Bondsdag.

Article 13 - Foreign policy

The confederate states of the Batavian Confederation coordinate their foreign policy, but are sovereign in concluding treaties. The Bondsdag is informed when concluding treaties.

Article 14 - Legal order

The confederate states of the Batavian Confederation work on legal cooperation of the Batavian Confederation. Permanent or specific lawsuits can be dealt with at the request of a confederate state by a court of another confederate state or by a court established by the Batavian Confederation. The establishment of a court by the Batavian Confederation takes place by binding resolution.

Chapter III: About the Batavian culture

Article 15 - Batapedia

Batapedia is made available to the confederate states of the Batavian Confederation to collect cultural items. In this the states work together to preserve the Batavian history as much as possible.

Article 16 - Micraswiki

The confederate states of the Batavian Confederation support each other in articles on Micraswiki, including to preserve Batavian history as much as possible on Micraswiki. All confederate states of the Batavian Confederation have a symbol set by the Bundestag on their articles. The articles about the Batavian Confederation are managed by the head of the Batavian Confederation.

Article 17 - Batavian Tattoo

All confederate states of the Batavian Confederation participate in the Batavian Tattoo, organized by the Kingdom of Batavia.

Article 18 - Federal games

The Confederate States of the Batavian Confederation organize the Bondsspelen (Confederal Games) every 12 Norton years. The Bondsdag awards the organization to a confederate state. The opening of the Bondsspelen is carried out by the head of the Batavian Confederation.

Chapter IV: Final provisions

Article 19 - Partial exclusion

When there is sufficient evidence of misuse of powers, information or other conflicts of interest that could harm the Batavian Confederation, a state can be partially excluded by a binding resolution by the Bondsdag. In urgent cases, the head may temporarily suspend a confederate state until the Bondsdag voted on the resolution.

Article 20 - Permanent exclusion

Per resolution, the Bondsdag can permanently exclude a confederate state from the Batavian Confederation. This requires a unanimous vote, except for the relevant confederate state.

Article 21 - Accession

At the foundation of the Batavian Confederation, the signatories are directly members of the Batavian Confederation. Other states can join the Batavian Confederation by resolution on request.

Article 22 - Participation of other inter-micronational organizations

Participation in another intermicronational organization is not compatible with the Batavian Confederation, except for participation in the Micras Treaty Organization. The Bondsdag drafts a binding resolution on the compatibility of the other treaties within the Micras Treaty organization. The Bondsdag can prepare a binding resolution to allow participation in another intermicronational organization. Violation of this article and a binding resolution leads to immediate suspension.

Article 23 - This Statute

All confederate states include this Statute or a reference to this Statute in their constitution, or to the extent that a confederate state does not have a constitution, in their highest legislation. There must not be any legal restrictions on the export of this Statute within the confederate states. This Statute can only be changed by unanimous vote.
