Siegfried von der Elfenbeinküste is the first stadtholder of Sankt Ludwigshafen and has been since the founding of the city-state in 1680. He was born in Walstadt, Natopia in 1639, two years after the Walstadt troubles. His parents remained supporters of an independent Principality of Walstadt and loyal to Prince Theodor Blutwasser. Their idea that the South-Cibolan Saxons were not at home in the Natopian Empire influenced the young Siegfried strongly. Together with other loyalists he was involved in several actions against the Natopian government, none of which were very successful. The idea to found an own state were the South-Cibolan Saxons would be free from oppression was formed in prison, after an arson attack against the demesnal government in 1672. The success of the Alriggian Republic in South Apollonia, another nation founded by displaced Walstädter, was a great inspiration for him. Siegfried however believed that the South-Cibolan Saxons would not be really at home on another continent and sought to establish his republic on Cibola. It was not until late 1680 that he was able to gather the men and resources to establish the republic, that would be independent for less than two years before being annexed by Alrig. After the 1682 Invasion of Sankt Ludwigshafen Siegfried accepted the rule of the Council of Driftwood and was able to remain in office as stadtholder of the republic.

In 7.IX.1685 many Alriggian settlers had left the republic after the Barbarian Republic was founded. In response to this, the Stadtparlement declared Sankt Ludwigshafen's independence and the remaining Alriggians were given three days to convert to Siseranism. When the ultimatum had passed, the Dragonerkorps Ludwigshafen was sent into the city, and inquired of everyone they encountered if they had repented and accepted Sisera as their Lady and Saviour. Twenty-three people claimed they hadn't and were burned in the city market. The execution of these people created unrest in the republic, both Ludwiggians and Alriggians took to the streets to protest, demanding that the dragoons would be defunded. Siegfried von der Elfenbeinküste responded to the protests with force. Dragoons were ordered to repel protesters with rubber bullets, injuring a dozen. The use of force against peaceful protesters only escalated the situation and more and more citizens joined the protests. On the 20.IX.1685 Siegfried von der Elfenbeinküste recognised that he had lost the faith of the population and stepped down. Without his guidance, the republic collapsed on the 23rd day of the 9th month of 1685.

Siegfried von der Elfenbeinküste retreated to the small village of Molkhof where he became a dairy farmer. When in 1690 most Ludwiggers converted to the Nazarene faith of the Ludwiggian Reformed Church, Siegfried refused to be baptised into this new religion. He died as a Siseranist on 11.VIII.1690.
