The Republic of Malirusenia (Ruthenian Cyrillic: Республика Малиросиния; Malirussian Script: ريسپوبليكا ماليروسينييا), is an ethnically Ruthenian republic with the distinction that they are almost entirely adherents to Zurvanism. On 10 Dey 1689, they petitioned the national government to recognize their consolidated communities as an autonomous republic. Lying between the Ruthenian Republic and the Ashad Republic, they are noted for having their primary region of influence, as well as an exclave to the north, near Sazâvar.

Governance

The Republic is rightly-led by a Premier, who remains while he has the confidence of the First Secretary of the Union.

The first Premier of Malirusenia, Mustafa Gyorgiyev, died badly after drinking an unsanctioned brand of arak.

Ruslan Paskhaev is the second and incumbent Premier of the Republic of Malirusenia, and is a devout Zurvanite. His first official act was to promulgate a decree nationalizing the production of arak and establishing a state monopoly to manufacture, regulate, export and distribute the same domestically, known as the Malirusenian Arakmonopolet Bureau. His second decree was to establish the Malirusenia State University. His third decree was to petition the All-Union Presidium to consider establishing a railway linking Ognjash' with Rusjar, while his fourth decree was to establish the Mustafa Gyorgiyev Popular Hospital. A fifth decree reorganized the Malirusenian People's Armed Militia and provided for its training. A sixth decree established the Malirusenian People's Civil Defense Administration, and a seventh decree established a 48-member Supreme Soviet with 30 members elected by popular vote, reserved elected seats for the elderly, women, youth, veterans, the medical profession, the academe, the scientific academe, and a military representative appointed by the high command of the Malirusenian People's Armed Militia. Ten members were likewise elected from the Popular Front, with first elections taking place in 1695.

Reorganization of the Soviets

A decree in 1696 declared the ending of the Supreme Soviet on the last day of 1697, and elections to take place on VI.1697, under the following scheme:

1. The Regional Soviet convenes no later than XI.1697, to elect the 30 members of the Supreme Soviet via write-in ballot, which may include members of the Regional Soviet, other soviets, or any adult citizen of Zeed. The top 30 candidates after tabulation are deemed elected.

2. Regional Soviet: Composed of representatives of the urban and county soviets, one representative for 25,000 inhabitants of the county, and one representative for 5,000 voters of the cities- but not more than 50 representatives for the entire region- or of representatives of the provincial congresses, chosen on the same basis, if such a congress meets before the regional congress.

3. Provincial Soviet: of representatives of urban and rural (volost) soviets, one representative for 10,000 inhabitants from the rural districts, and one representative for 2,000 voters in the city; altogether not more than 200 representatives for the entire province. In case the county congress meets before the provincial, election takes place on the same basis, but by the county congress instead of the rural.

(a) County: of representatives of rural soviets, one delegate for each 1,000 inhabitants, but not more than 300 delegates for the entire county. (b) Rural (volost): of representatives of all village soviets in the volost, one delegate for ten members of the soviet.

Note 1: Representatives of urban soviets which have a population of not more than 10,000 persons participate in the county congress; village soviets of districts of less than 10,000 inhabitants unite for the purpose of electing delegates to the county congress. Note 2: Rural soviets of less than ten members send one delegate to the rural (volost) congress.

4. Congresses of the soviets are convoked by the respective executive committees upon their own initiative, or upon request of local soviets comprising not less than one-third of the entire population of the given district. In any case they are convoked at least twice a year for regions, every three months for provinces and counties, and once a month for rural districts.

5. Every congress of soviets (regional, provincial, county, or rural) elects its executive organ - an executive committee the membership of which shall not exceed (a) for regions and provinces, twenty-five; (b) for a county, twenty; (c) for a rural district, ten. The executive committee is responsible to the congress which elected it.

6. In the boundaries of the respective territories the congress is the supreme power; during intervals between the convocations of the congress, the executive committee is the supreme power.

Exercise Red Glory

On 11.XI.1696, the entire Malirusenian People's Armed Militia was mobilized and ordered to rapidly deploy for an operation known as Exercise Red Glory, which would test the ability of the People's Armed Militia to respond to an imperialist threat or invasion of the homeland, or to crackdown on an uprising by dissidents or counterrevolutionary forces.

Religion in Malirusenia

Zurvanism plays a very large part in both the government and the daily life of the people of the republic. Much like in the Ḡur Republic, fatwa - or Фатах locally - are the binding decrees of learned clerics in accordance with the principles of the Harmonious Society. Mustafa Gyorgiyev himself is a distant relative of a cousin of Zand Gozar.

Malirusenia adheres to a very strict form of Zurvanism, Gozarian Khelwesite doctrime, a form of purist and strict adherence to scriptures as promoted by Gozar.
