The Raspur Pact (RP), formerly known by the acronym SANE (standing for the Shirerithian-Alexandrian-Natopian Entente) is a supranational union and multilateral alliance founded around mutual defence, collective security and free trade.

The Pact allows its members free movement of workers, goods, and services across borders, extradition of arrested persons, and full faith and credit to all legal documents in all of the Pact's member states.

Membership

Founding members of the organisation were Shireroth, Alexandria and Natopia, with Constancia joining later on. Following the devastating Alexandrian Flu and the consequent collapse of the Alexandrian Empire. The Khanate of Raspur acceded to the alliance in 1662, followed by the Wechua Nation in 1663 and Eklesia and the Republic of Inner Benacia in 1667. Elwynn joined the Pact after the Kalirion Fracture in 1673, followed by Ransenar and Sathrati the year after. In 1674, Talenore was granted membership in its own right, as did the Confederate States of Floria (then known as the Florian Republic) in 1680. Influenced by commercial ties with Floria, Jääland joined in 1690 AN. The most recent acession to the Pact occurred in 1692 AN when the Suren Confederacy joined in consequence of the Fontainebleau Accords. The organisation, with a total population of about 874 million people, comprises:

Following a treaty of mutual defence in 1675, Sanama enjoys the mutual protection of the Pact, while remaining outside the organisation. This treaty was superseded when Sanama was granted membership in 1680.

Although not a formal member of the Raspur Pact, Tellia enjoyed, until the Kalirion Fracture (1671–1673) many of the economic and security benefits associated with membership on account of its treaty with Shireroth which established a condominium over so-called "Mandatory Tellia", affording the Tellian city states privileged access to Benacian and international markets controlled by Raspur Pact member states.

The Republic of Inner Benacia, having joined in 1667, left the Pact in 1670.

Structure

Permanent Commission

Article 23 of the Treaty established a Permanent Commission, composed of a Plenipotentiary appointed by the Governments of the Signatory Nations, to implement the agreement. The Permanent Commission elects a High Commissioner, who need not be a Plenipotentiary of the Permanent Commission, but who must be a national of a Signatory Nation, who presides over the meetings of the Permanent Commission. The High Commissioner administers the Secretariat, which provides administrative and operational support to the Permanent Commission.

The first High Commissioner of the Raspur Pact was Isabella Kalirion from the organisation's inception until her death. Her replacement, Primo de Aguilar, previously served as Deputy High Commissioner. He is supported in turn by Ernesto de la Cruz of Natopia as Deputy High Commissioner.

Health Emergency Subcommission

Proposed 1674. Established 1676. The Health Emergency Subcommission (HES) is a body reporting to the Permanent Commission, with a mandate to coordinate with Pact members on public health best practices, but more importantly, to monitor the state of public health in Pact member nations and elsewhere in Micras, particularly with respect to communicable diseases and chemical, biological, radiological and nuclear warfare which are a clear and present danger to the interests and security of Pact member-nations.

The HES is headed by a Director-General nominated by Permanent Commission members and confirmed by the Permanent Commission, who holds office for a 3-year term. An advisory council composed of member-nation representatives of the Permanent Commission assists the Director-General and meets monthly to discuss developments. The HES leads and coordinates Pact research and development efforts, and also develops and deploys Health Emergency Teams to investigate, assess, and do what is necessary in the event of a developing threat.

In 1691, as contemplated by the Hurmu–Raspur Pact Free Trade Agreement, the Hurmu Health Cooperation Facility, an open-donation bank account and tangible donation receiver and volunteer services coordinator was created under the auspices of the HES in order to coordinate efforts towards the Hurmu Total Development Program.

Economic Cooperation Subcommission

Established 1677. Economic Cooperation Subcommission (ECS) is a body reporting to the Permanent Commission, with a mandate to serve as a forum for Pact members with respect to improving economic efficiencies internally within Pact nations and externally among Pact nations. This includes Pact nations sharing technical knowledge and expertise in certain industries, as well as a means to improve logistics, and to also serve as a forum wherein investment funding, and development loans might be offered and solicited. Joint-venture projects including the Allied Production Matrix and the SATCo Trade Fleets accordingly fall under the purview of the ECS, having previously been the responsibility of the Joint Military Council.

The ECS is headed by a Director-General nominated by Permanent Commission members and confirmed by the Permanent Commission, who holds office for a 3-year term. An advisory council composed of member-nation representatives of the Permanent Commission assists the Director-General and meets monthly to discuss developments.

Donations to the Raspur Solidarity Fund were considered tax-deductible in the Imperial State of Constancia, a protocol that was soon followed in other Raspur Pact nations. Unspecified Constancian corporations donated some 5 billion Craites in seed funding.

In 1702, in light of the establishment of the Raspur Solidarity Fund, a Greater Elluenuueq Solidarity Fund was established for charitable and humanitarian purposes, under the supervision of the Economic Cooperation Subcommission, and patterned after the Hurmu Development Cooperation Facility, with a special focus on humanitarian, social, scientific, medical, technical and economic cooperation. Donations to the Greater Elluenuueq Solidarity Fund were considered tax-deductible in the Imperial State of Constancia, a protocol that was soon followed in other Raspur Pact nations. Unspecified Constancian corporations donated some 5 billion Craites in seed funding, and the ESB Foundation likewise contributed 239 million Imperial Staters.

Raspur Pact Parliamentary Assembly

The Raspur Pact Parliamentary Assembly was formed in 1683 and seated on 1.I.1684. Its purpose is to provide a forum for popular participation in the decisions of the Raspur Pact. It is elected every five years and all major decisions of the Pact require the advice and consent of the Assembly. The initial 1684 session was convened in Asterapolis, followed by a transfer to the Radiant Sun Convention Center in Aqaba by XV.1685, where it remained until the close of the First Raspur Pact Parliamentary Assembly in 1689. The Second Raspur Pact Parliamentary Assembly continued at the same location, and on its close in 1694, the body resolved to transfer to a new location in Lausanne, meeting at the Palais de Saint Louis le Protecteur until its new building was constructed, with funding sourced from the Economic Cooperation Subcommission.

It may be noted that numbered armies, assigned to continental theatre commands, follow sequential numbering corresponding to the continent upon which the headquarters of the army in question, has been raised. Accordingly:

  • 0–199: Armies assigned to Benacia Command;
  • 200–299: Armies assigned to Apollonia Command;
  • 300–399: Armies assigned to Keltia Command;
  • 400–499: Armies assigned to Cibola Command;
  • 500–599: Armies assigned to Trans-Euran Command;
  • 600–699: Armies assigned to Tapfer Command.

At present numbered armies are only to be found in Apollonia Command, Benacia Command, and Trans-Euran Command, with corps level formations reporting directly to the Banner Groups established as the main strategic-level regional sub-commands of each continental theatre command.
