The Raspur Pact, formerly known by the acronym SANE (standing for the Shirerithian-Alexandrian-Natopian Entente) is an multilateral alliance founded around mutual defence, collective security and free trade. It was founded by the exiled Atteran prince Diga Makonnen.
The Pact allows its members free movement of workers, goods, and services across borders, extradition of arrested persons, and full faith and credit to all legal documents in all of the Pact's member states.
Membership
Founding members of the organisation were Shireroth, Alexandria and Natopia, with Constancia joining later on. Following the devastating Alexandrian Flu and the consequent collapse of the Alexandrian Empire. The Khanate of Raspur acceded to the alliance in 1662, followed by the Wechua Nation in 1663 and Eklesia and the Republic of Inner Benacia in 1667. Elwynn joined the Pact after the Kalirion Fracture in 1673, followed by Ransenar and Sathrati the year after. In 1674, Talenore was granted membership in its own right, as did the Florian Republic in 1680.. The latest accession occurred in 1681 when Alduria joined. Following a treaty of mutual defence in 1675, Sanama enjoys the mutual protection of the Pact, while remaining outside the organisation. This treaty was superseded when Sanama was granted membership in 1680.
Although not a formal member of the Raspur Pact, Tellia enjoyed, until the Kalirion Fracture (1671–1673) many of the economic and security benefits associated with membership on account of its treaty with Shireroth which established a condominium over so-called "Mandatory Tellia", affording the Tellian city states privileged access to Benacian and international markets controlled by Raspur Pact member states.
The Republic of Inner Benacia, having joined in 1667, left the Pact in 1670.
Structure
Permanent Commission
The first High Commissioner of the Raspur Pact was Isabella Kalirion from the organisation's inception until her death. Her replacement, Primo de Aguilar, previously served as Deputy High Commissioner. He is supported in turn by Ernesto de la Cruz of Natopia as Deputy High Commissioner.

Health Emergency Subcommission
Proposed 1674. Established 1676. The Health Emergency Subcommission (HES) is a body reporting to the Permanent Commission, with a mandate to coordinate with Pact members on public health best practices, but more importantly, to monitor the state of public health in Pact member nations and elsewhere in Micras, particularly with respect to communicable diseases and chemical, biological, radiological and nuclear warfare which are a clear and present danger to the interests and security of Pact member-nations.
The HES is headed by a Director-General nominated by Permanent Commission members and confirmed by the Permanent Commission, who holds office for a 3-year term. An advisory council composed of member-nation representatives of the Permanent Commission assists the Director-General and meets monthly to discuss developments. The HES leads and coordinates Pact research and development efforts, and also develops and deploys Health Emergency Teams to investigate, assess, and do what is necessary in the event of a developing threat.
Economic Cooperation Subcommission
Established 1677. Economic Cooperation Subcommission (ECS) is a body reporting to the Permanent Commission, with a mandate to serve as a forum for Pact members with respect to improving economic efficiencies internally within Pact nations and externally among Pact nations. This includes Pact nations sharing technical knowledge and expertise in certain industries, as well as a means to improve logistics, and to also serve as a forum wherein investment funding, and development loans might be offered and solicited. Joint-venture projects including the Allied Production Matrix and the SATCo Trade Fleets accordingly fall under the purview of the ECS, having previously been the responsibility of the Joint Military Council.
