The Proclamation of Punta Santiago is the document by which the Alduro-Wechua Federation was officially proclaimed and established by the Committee for Aldu-Wechu Integration (CAWI) after it was ratified by the governments and legislatures of both nations. This founding document was drafted by a group of politicians from Alduria and the Wechua Nation. Government House in the city of Punta Santiago by members of the CAWI and representatives from the national legislatures. The document was drafted and revised over the course of 16 days before it was presented to the Committee. It was drafted by Vicaquirao Alvarez, Alejandro Campos, Vivienne Géroux, Mahdi Vossoughi, Illa Motocanchi, and Phillip Costa.
Some Raspur Pact nations sent diplomatic delegates and advisors to the meetings at Government House, sometimes providing input and advice when asked by the Committee. The most prominent of these envoys was the Autokrator Primo de Aguilar, who drove crowds in Punta Santiago welcoming him with Alexandrian and Constancian flags. The Constancian Autokrator's presence lent further legitimacy to the nascent Federation.
