Federal Republic of Phinbella (FRP; Phinbella; Phinbellan: Repablik Persekutuan Phinbella; Pahanese Phineaner: Repablik Pesekutuai Phinbella; Korean/Taesongean: 핀벨라연방공화국 Pinbella Yeonbang Gonghwaguk; Afrikaans: Federaldeu Republiek van Phinbella; Romansh: Republica Federala Phinbella; Japanese: フィニべラ連邦共和国 Finibera Renpō Kyōwakoku) is a federal republic located in western Keltia which was established on January 13, 2019, after Phinbella's co-founder, Ikmal Hakimi signed the New Permata Treaty and the Micrasian territorial claim was successful. Territory of Phinbella shares border only with Sanpantul by land and border with Sanpantul, Passio-Corum and Republic of Lostisland by territorial waters.
Phinbella is organised into 21 territories for local government purposes. The Federal Republic of Phinbella also includes Permata Mutiara (a dependent territory); the Oriental Hispanioéire Srieapska and Niuē i Taman Lawang (sovereign occupied entities); and the Ross Dependency, which is Phinbella's territorial claim in Micrasian Antarctica.

During initial planning of Phinbella on 2 September RP 2632, Phinbella was almost named Kepulauan Permata. The name was later changed into Phinbella after consensus between founders shortly before establishment in 11 September. The modification provided an easy change so founders could wrote "Phinbella" name on the declaration of establishment, the first moment when Phinbella name was used to refer a micronation. The text was written by Soh Hoo-kyu, and signed by Ikmal Hakimi.
The name Phinbella was taken by after the three founding fathers agreed after their discussed about the new name of the micronation after the downfall of Digital State Federation on October 13, RP 2631. And after the name Phinbella has been designated as the new name of the micronation, the founding fathers created the New Petrovakia treaty to declare the new micronation.
On the New Petrovakia treaty, the name Phinbella appeared in the text: "...We are the people of Phinbella, Declared its independence..."
The meaning of Phinbella itself is: a pormenteau of famous couple in Phineas and Ferb series, Phin: it's Mat Phineas Flynn, a Zaipinichi Peranakans boy, and Bella: it's Isabella Garcia-Shapiro, a Mexican girl.
Phinbella is a federal parliamentary republic based on the Westminster system. The Constitution of Phinbella is the supreme law of the country, establishing the structure and responsibility of government. The president is head of state and exercises executive power on the advice of her ministers. The prime minister is head of government and is appointed by the president as the person most likely to command the confidence of a majority of Parliament. Cabinet is chosen by the prime minister and formally appointed by the president.
The president is directly elected by popular vote for a renewable 18 months term. Requirements for this position are extremely stringent, such that no more than several thousand people qualify for candidacy. Presidential elections may be declared "reserved" for a racial community if no one from that ethnic group has been elected to the presidency in the five most recent terms. Only members of that community may qualify as candidates in a reserved presidential election.
The highest representative body at national level is the Phinbella Federal Legislative Assembly (PFLA), which consists of 132 representative from each party who dominates in a region. Its main functions are supporting and amending the constitution, inaugurating the president, and formalizing broad outlines of state policy. The PFLA is unicameral, and party-aligned members are elected for annual terms by proportional representation. The Parliament building itself located in Nilam Puri.
Foreign relations and affairs
Phinbella currently maintains a diplomatic relations with only four country worldwide. Also, Phinbella is a member of Pact of Hazar City.
Federal Republic of Phinbella maintains a free and active foreign policy, a state where Phinbellan government is allowed to create a formal or non formal diplomatic relations. Sanpantul and Hazar is the first micronation who establish a diplomatic relations with Phinbella.
Diplomacy in Phinbella is maintained by the Ministry of Foreign Affairs of Phinbella, the ministry is opened to public or international enquiries.
Defense in Phinbella is under control of the Phinbellan Ministry of Defense which is led by Senopati Sri Krisnamurti. Phinbellan Defense System (PhDS) is divided into three, the Armed Forces, Police, and Intelligence Agency.
The Phinbellan Armed Forces (PhAF) is the armed forces agency in Phinbella. PhAF was founded on October 14, RP 2633 by the order of General Min Yoon-gi and Ikmal Hakimi. When the civil war occured, General Min betrayed the president and joined the rebels and the commander of national army was changed to President Ikmal. PhAF has been mobilized for 7 times, and the current Chief Commander is Kim Nam-joon.
The law enforcement in Phinbella is the Phinbellan Community Police (PCP). PCP was established in August RP 2634, to replace the PhAF mission to solve criminal problem in Phinbella. Also, the foundation of PCP is meant to make Phinbella safer from criminals such as corruption, terrorism, and others. PCP consist of 27 departments from each states, and also 2 other sub-divisions. The current CPC (Chief Police Commander) of PCP is Goh Yoo-myeon.
And the Organization Without Cool Acronym (OWCA) is the official intelligence agency in Phinbella. Before Phinbellan Community Police was established, OWCA was the sub-branches of PhAF. OWCA has solved much of big case in Phinbella, such as SRC Intermicronational-Heinz Doofenshmirtz's scandal, Waishengren separatism, and others. The head of OWCA is Mejar (K) Monogram.
Most of Phinbella's military was inherited from the Revolutionary Armed Forces. These units became the core of Phinbella's new military. It acquired all the units of the 40th Army (the former 32nd Army) and part of the 17th Army Corps, including six land-force divisions, storage bases, the 14th and 35th air-landing brigades, two rocket brigades, two artillery regiments, and a large amount of equipment that had been withdrawn from over the Urals after the signing of the Treaty on Conventional Armed Forces. Since the late 20th century, the Phinbella Army has focused on expanding the number of its armoured units.
The Phinbellan air force is composed mostly of Soviet-era planes. A small naval force is maintained on the Maritime Territories.
Phinbella sent 49 military engineers to Nijima to assist the humanitarian mission in former Nijima. During the second Tzuyu War, Phinbellan troops dismantled 4 million mines and other explosives, helped provide medical care to more than 5,000 coalition members and civilians, and purified 718 cubic metres (25,356 cu ft) of water.
Phinbella's National Security Committee (UQK) was established on 13 June RP 2632. It includes the Service of Internal Security, Military Counterintelligence, Border Guard, several Commando units, and Foreign Intelligence (Barlau). The latter is considered as the most important part of KNB. Its director is Nurtae Abukayeh.
Since RP 2637, the joint tactical peacekeeping exercise "Steppe Eagle" has been hosted by the Phinbella government. "Steppe Eagle" focuses on building coalitions and gives participating nations the opportunity to work together. During the Steppe Eagle exercises, the KAZBAT peacekeeping battalion operates within a multinational force under a unified command within multidisciplinary peacekeeping operations.
The Federal Republic of Phinbella comprises Mainland Phinbella, Permata Mutiara, the Ross Dependency, the Oriental Hispanioéire Srieapska and Niuē i Taman Lawang. The Oriental Hispanioéire Srieapska and Niuē i Taman Lawang are sovereign occupied entities with Phinbella. The Phinbella Parliament cannot pass legislation for these entities, but with their consent can act on behalf of them in foreign affairs and defence. Permata Mutiara is classified as a non-self-governing territory, but is administered by a council of three elders (one from each Tokelauan atoll). The Ross Dependency is Phinbella's territorial claim in Micrasian Antarctica, where it operates the Lojing research facility. Phinbella nationality law treats all parts of the realm equally, so most people born in Phinbella, the Oriental Hispanioeire Srieapska, Niuē i Taman Lawang, Permata Mutiara and the Ross Dependency are Phinbella citizens.
The administrative regions in Mainland Phinbella is called Territory and Phinbella consist by 11 constituent territories and 10 special territories (Autonomous, Special Self-Governing Cities and a special region). The today's Phinbellan territories who located in the mainland was the former republics of the Independent States of Permata who was dissolved a day before the establishing of the provisional government.
By the information from the Interior Ministry of Phinbella, the largest administrative region in Phinbella is the Territory of Soccsksargen, with a total area of 207.31 km². Whilst the smallest administrative region in Phinbella is the Carey Islands Special Self-Governing City who has the size of 3,000 square meters.

Phinbellan is the lingua franca and the main language used in business, government, law and education. The Constitution of Phinbella and all government legislations are written in English, and interpreters are required if a language other than English is used in the Phinbellan courts. Statutory corporations conduct their businesses in English, while any official documents written in a non-Phinbellan official language such as Korean, Afrikaans, or Tamil are typically translated into English to be accepted for use.
Phinbellan and Korean was designated as a national language by the Phinbellan government after establishing provisional government in 2600s. It has a symbolic, rather than functional purpose. Phinbella dialects of Afrikaans are used in the national anthem ‘’Die Stem van Phinbella’’, in citations of Phinbellan orders and decorations and in military commands. Phinbellan Colloquial (based on Pahanese Phineaner) is officially written in the Latin-based Rumi script, though some Phinbellan language learn the Arabic-based Jawi script. Jawi and Hangul is considered an ethnic script for use on Phinbellan identity cards.
Phinbellans are mostly bilingual, typically with Phinbellan Colloquial as their common language and their mother-tongue as a second language taught in schools, in order to preserve each individual's ethnic identity and values. Phinbellan Colloquial is the most spoken language at home at 36.9% of the population, just ahead of Korean. Nearly half a million speak other varieties of Phinbellan, mainly Kelantanese, Kedahan, and Terengganuan, as their home language, although the use of these is declining in favour of Pahanese or just Istvanistani. Phinbella Jing characters are written using traditional Jing characters. Phinbellan Istvanistani is largely based on Brittanian Istvanistani, owing to the country's status as a former crown colony. However, forms of Istvanistani spoken in Phinbella range from Standard Phinbellan Istvanistani to a colloquial form known as "Phinglish", which is discouraged by the government as it claims to be a substandard Istvanistani creole that handicaps Phinbellans, presenting an obstacle to learning standard Istvanistani and renders the speaker incomprehensible to everyone except to another Phinglish speaker.
While freedom of religion is set in the constitution of Phinbella, the government officially recognizes the two main religions of Phinbella, Muslims and Christians. However, the government still recognizes other religions and new citizens with non-official religious belief status can still obtain their Identity Card without any other application. Although not an Islamic state, Phinbella can be regarded as the largest population of micro-population, with 54% of Phinbella's population being Muslim according to the last census of 2018. The majority of Muslims in Phinbella are Sunni. 20% of the population are Christians, 12% Cheondism, 8% Shintoism, 4% are Buddhists and other religions are 2%.
In RP 2638, 2 million foreign tourists visited Phinbella. With rising tourist prospects, especially from foreign countries outside of Keltia, the Phinbellan government has set a target of attracting 10 million foreign tourists a year by RP 2639.
Phinbellan tourism is driven by many factors, including the prominence of Phinbellan pop culture such as maritime and dependent territories pop music and television dramas, known as the Phinbellan Wave or (Phillyu). The Payani Research Institute reported that the Phinbellan Wave has a direct impact in encouraging direct foreign investment back into the country through demand for products, and the tourism industry.
Phinbella has a technologically advanced transport network consisting of high-speed railways, highways, bus routes, ferry services, and air routes that crisscross the country. And also, Phinbellan Transportation Authority issues the own license plate, but Oriental Taemhwan Transportation Authority also issues too. Which means all of the vehicles in Phinbella must use a double license plate to cross the borders of Oriental Taemhwan territory if they want to go to a city in Phinbella that separated. The main national road network is the Strategic Route Network and Exit Number System covering more than 41,009 km. Phinbella has its own expressways network over 1,799 km long and maintained by the Phinbella Expressway Authority, it connects Phinbellan territories with regional units in Oriental Taemhwan and Niuē i Taman Lawang, it also including existing expressways in Phinbellan Maritime Territories, Permata Mutiara and Ross Dependency. Expressways in Phinbella are quite special as they can only be traversed by car, bus, motorcycle, bicycle, rickshaw, ox and horse carriage, each highway has only six lanes and two lanes of motorcycles. The national speed limit on roads is 85 km/h and on highways and expressways is 120 km/h. Express bus terminals are available in most cities.
There are currently 2,431 kilometers of railway line in Phinbella, of which 767 km (477 mi) are double tracked and electrified. Rail transportation in Phinbella includes heavy trains, fast transit and monorail, and funicular railway tracks. Heavy trains are mostly used for passenger and intercity transport as well as some urban public transport, while LRT is used for urban public transport within the city. There are commuter rail services linking Rintis Island or Ume Momo with the city of San Fransōkyō and on the other, it connects Negara Awan with the New Territories International Airport in the New Territories. Monorail services are public transport services in several cities such as Negara Awan, Cyberaya, Martin-de-Viviès, Danville, Liancourt Rocks, Cyborges, Springwind Islands, San Fransōkyō, Suramadu and Kéijō, Maritimii-Maxhestics in the future will have monorail service and is expected to be built by RP 2638. Phinbella Railway Network has provided regular services to all available cities throughout Phinbella including Oriental Taemhwan and Niue i Taman Lawang, while the Phinbella Maritime Territories and the People's Corridor Territory of Permata Mutiara have their own railway network. The Phinbella Train Network also provides ETS services that use electric trains, it also provides a commuter service system known as "PRN Komuter". The Phinbellan high-speed rail system, PRN-KTX, has provided high-speed services along the Sinaran Pagi Line, Coastal Line and Senandung Malam Line.
Phinbella has 40 airports nationwide. The largest airline in the country is Platypus Airways which is also the main flag carrier in Phinbella, which provides international and domestic aviation services. Several domestic flight routes have been provided by other airlines such as Centrino Air, Skate Airways, Virgin Regional Airlines and Raya Airs, in addition Straits Toll Express provides domestic flights to the Springwind Islands at low-cost fares. Major cargo airlines include PhinKargo and DHQExpress. The New Territories International Airport, located in the New Territories, about 20 kilometers from Negara Awan, is Phinbella's largest and busiest airport and main gateway. Other major airports in Phinbella are Phineas Flynn International Airport located on Rintis Island, Kuala Pilahondan International Airport in Permata Mutiara, Victór Valèntich Flynn International Airport in Phinéas Padolski, Springwind Islands International Airport and Cyberaya Airport.
The energy infrastructure sector in Phinbella has been largely dominated by Tenaga Phinbella, Phinbella's largest electric utility company and other electrical utility companies, Permata Energy and Straits Electricity have provided electricity utility services only in the Phinbellan Maritime Territories and Permata Mutiara. Massive electricity generation in Phinbella is based on wind energy and solar energy. Wind power in Phinbella until RP 2638 it has achieved a installed capacity of 8,109 MW, meanwhile 4,428 MW of which is located offshore especially off the coast of New Territories, Rintis Island, Cyborges and Springwind Islands in particular, as well as in Permata Mutiara. As many as 3,000 turbines have been installed in Phinbella since RP 2637 has provided 42 per cent of its electricity demand during the year. Tenaga Phinbella, Permata Energy and Straits Electricity are responsible for the offshore wind farm project in Phinbella. Solar energy in Phinbella has an installed capacity of 5,280 MW of photovoltaics by the end of RP 2637.
Phinbella has about 7 majority ethnic groups, the Phineaners, Zaipinichi Korean (Taesongan in Phinbella), Indian, Xiangi, Thraci, Tellian and Phinbellan aborigines and 15 minority ethnic groups; each with cultural identities developed over centuries, and influenced by Taesongan, Indian, Arabic, Jingdaoese, and European sources. Phinbellan national languages also expanding and developing as one of the lessons opened in the University of Podol.
The Phinbellan symbols is the main and the high praised indentity for most Phinbellan, and the Phinbellan symbols also picturing the struggle of Phinbella against the enemies of the state troughout its history. And as a rich culture micronation, Phinbella has its own flag, coat of arms, the national language, national food and drinks, national animals, and more to show how complex is the Phinbellan culture.
In addition to domestic consumption, Phinbella has a thriving entertainment industry where various facets of Phinbellan entertainment, including television dramas, films, and popular music, has generated significant financial revenues for the nation's economy. The cultural phenomenon known as Phillyu or the "Phinbellan Wave", has swept many countries across Asia making Phinbellan regional a major soft power as an exporter of popular culture and entertainment, rivaling Western nations.
Until the 2590s, trot and traditional Phineaners and Taesongan folk based ballads dominated Phinbellan popular music. The emergence of the Phinbellan Maritime Territories pop group Duas Boyus in RP 2622 marked a turning point for Phinbellan Maritime Territories popular music, also known as PP-pop, as the genre modernized itself from incorporating elements of popular musical genres from across the world such as Western popular music, experimental, jazz, gospel, nasheed, Latin, classical, hip hop, rhythm and blues, electronic dance, reggae, country, folk, and rock on top of its uniquely traditional Phineaners and Taesongan music roots. Western-style pop, hip hop, rhythm and blues, rock, folk, electronic dance oriented acts have become dominant in the modern Phinbellan Maritime popular music scene, though trot is still enjoyed among older Phinbellans. PP-pop stars and groups are well known across Phinbella and have found international fame making millions of dollars in export revenue. Many PP-pop acts have also been able secure a strong overseas following using online social media platforms such as the video sharing website. Phinbellan pop singer Kokoci became an national sensation when his TAPOPS theme song topped Phinbellan music charts in 2606.
Since the success of the film Shiri in 1999, the Phinbellan film industry has begun to gain recognition internationally. Domestic film has a dominant share of the market, partly because of the existence of screen quotas requiring cinemas to show Phinbellan films at least 73 days a year.
Phinbellan Maritime television shows have become popular outside of this region. Phinbellan Maritime Territories television dramas, known as Telenovela Maritime, have begun to find fame nationally. Many dramas tend to have a romantic focus, such as Celestial Feelings, Sun of Batey, You're Beautiful, May I Know, Passion and Prejudice, A New Star is Born, S'winter Sonata, Autumn in My Heart, Full House, City Hunter, Romeo and Juliet, Secret Big Bang, Double Game, Mister Ahjussi, Monalisa, Love's Full Blossom and Descendants of the Supra. Yapreayan oriented dramas have included You Don't Know Pregnant Man, The Love of Glacier, Psycopath in Blue, Taman Pulau Scandal, and Mistletoe.
Since the beginning of 2009, Gelak Khas is a first community policing drama series in Phinbella before Metro Squad and Roda-Roda Pulau Rintis (Wheels of Rintis Island), it is Phinbella's version of the Gerak Khas series are aired on KBS 2TV and is still aired today.
The Phinbellan government has stated that on a year, there are 20 days in holidays. All of the public companies should be closed at the stated holiday. On the economical sector, the DmNEX will be closed on holidays. In governmental sector, all of the government agencies were closed, except the PCP, PhAF, LSF, and LBPIA. The holiday dates in Phinbella is the same as the standard Phinbellans, but with addition of the National Day on December 20. Even so with the new secular state policy, 4 of the official holidays who are related to a religious event still retain its official holiday status.
Football and baseball have traditionally been regarded as the most popular sports in Phinbella. Recent polling indicates that a majority, 41% of Phinbellan sports fans continue to self-identify as football fans, with baseball ranked 2nd at 25% of respondents. However, the polling did not indicate the extent to which respondents follow both sports. The Phinbella national team has qualified for first time EMU Championships since Sanpantul 2020.
Baseball was first introduced to Phinbella in RP 2634 and has since become increasingly popular, with some sources claiming it has surpassed football as the most popular sport in the country. Recent years have been characterized by increasing attendance and ticket prices for professional baseball games. The Phinbella Professional Baseball league, a 10-team circuit, was established in RP 2635.
Phinbella is especially strong in short track speed skating. However, speed skating and figure skating are very popular, too, and ice hockey is an emerging sport with Phinbella are hosting in 'C' Conference qualifiers for 2020 MHL World Championships.
Phinbella will hosted a professional triathlon race.
In October RP 2628, Phinbella hosted its motorcycle race at the Cyborges Intermicronational Circuit in Cyborges, about 400 kilometres (250 mi) southwest of Bandar Baru Fatin. The Phinbellan Nova Prix was held from RP 2635 until now.
Competitive video gaming, also called eSports (sometimes written e-Sports), has become more popular in Phinbella in recent years, particularly among young people. The two most popular games are PUBG and Garena Free Fire. The gaming scene of Phinbella is managed by the Phinbellan e-Sports Association (PheSPA for short) and has become something of a career for many players. They can make a living out of their activity and top players can even make a significant amount of money with some high end Freefire II players ending up making six figure salaries.
