New Sussex Convention

1. The term 'Condominium of New Sussex' in this Agreement means all the territories formerly comprising of the post-evacuation provincia of New Sussex and currently administered by the Republic of Mercury as Mercurian Nova England as identified in appendix a.

2. The Nova English and Mercurian flags shall be used together, both on land and water, throughout the Condominium of New Sussex, alongside an additional flag as illustrated in appendix b, used to represent the territory.

3. The supreme military and civil command in the Condominium of New Sussex shall be vested in an elected body, termed the 'New Sussex Witan.' Representatives within the Witan shall be elected by way of constituency vote, with constituencies to be agreed by an initially provisional Witan. The presiding representative of the Witan being the leader of the party with the most seats will be titled ‘Chief of the New Sussex Witan’. The governments of the Republic of Mercury or the Kingdom of Nova England may dissolve the New Sussex Witan with the explicit consent of one another. Elections of the Witan are to be held every 1,440 days or four Eastmoorland Calendar years (120 Gregorian Days) from the date of enacting this agreement.

4. Laws, as also Orders and Regulations with the full force of law, for the good government of the Condominium of New Sussex, and for regulating the holding, disposal, and devolution of property of every kind therein situate, may from time to time be made, altered, or abrogated by Acts of the Witan. Such Laws, Orders, and Regulations may apply to the whole or any named part of the Condominium of New Sussex, and may, either explicitly or by necessary implication, alter or abrogate any existing Law or Regulation. All such legislation shall be forthwith notified to the Witan Chief of the Kingdom of Nova England, and to the President of the Republic of Mercury.

5. No Nova English or Mercurian Law, Decree or other enactment hereafter to be made or promulgated shall apply to the Condominium of New Sussex or any part thereof, save in so far as the same shall be applied by Act of the Witan in the manner hereinbefore provided.

6. In the definition by Act of the conditions under which those of Nova English or Mecurian nationality, shall be at liberty to trade with or reside in the Condominium of New Sussex, or to hold property within its limits, no special privileges shall be accorded to the citizens of any one or more Power.

7. Import duties on entering the Condominium of New Sussex shall not be payable on goods coming from Nova English or Mercurian territory. Such duties may, however, be levied on goods coming from elsewhere than Nova English or Mercurian territory. Duties may be levied on goods leaving the Condominium of New Sussex, at such rates as may from time to time be prescribed by legislation.

8. Security of the Condominium of New Sussex shall be guaranteed by the Kingdom of Nova England and the Republic of Mercury should a third party declare hostile intentions against the territory. However the armed forces of Nova England and Mercury are not permitted to enter the territory without the agreement of the counter-signing partner.

9. This agreement may be dissolved following a supra-majority of more than three quarters in assent within the Nova English Witan, Mercurian Parliament and New Sussex Witan. Following which sovereignty of the territory will be ceded back to the Republic of Mercury unless otherwise agreed.

10. Should either the Kingdom of Nova England or the Republic of Mercury cease to exist by way of retraction of recognition by the Micronational Cartography Society. Then sovereignty of the Condominium of New Sussex shall be ceded to the remaining party.
