The Mesazon is the principal advisor to the Basileus, and chief minister of the Imperial State of Constancia.

History

Constitutionally created by virtue of Article I, Section 10 of the Constitutional Settlement Act 1463 [1], "The King may at any time issue writs for a new election, with the effect that the existing seats shall be vacated upon a new election, except that writs for an election shall not be issued after the appointment of a new Government until the First Minister of State has appeared before the Constancian Parliament", as well as Article I, Section of the same Act, "The King shall with the consent of the Constancian Parliament appoint His Government Ministers and dismiss them on His will", the Mesazon has traditionally been appointed by virtue of their being the leader able to command a majority in the Synklētos or the Imperial Synklētos.

With the coming into force of the Magna Carta of 1667, the Mesazon exercises office in accordance with Articles 54, 55, and 56.

Statutory Powers

While the Mesazon, by tradition and practice, serves as the principal advisor to the Basileus and chief minister of the Imperial State of Constancia, the Mesazon also exercises certain powers and duties in accordance with law:

  • Head the Basileus' Council (Article II, Section B, The Return to the Origins Act 1632) [2]
  • Considers Requests for Citizenships on a case-by-case basis under the custom and law (Article II, Section D, The Citizenship Act 1632) [3]
  • Control the Borders Control Agency (Article II, Section A, The Borders Act 1632) [4]
  • Set fees for citizens of allied foreign nations who are entitled to a 3 year degree of Professional Education or 4 years degree of Education Universitat (Article I, Section B, The Education Act 1635) [5]
  • Appoint a Director of the Borders Control Agency and delegate to the Director day-to-day administrative and operational authority over the conduct of the Borders Control Agency (Article II, Section A, The Borders Control Agency Act 1635) [6]
  • Approve the Foreign Recognised States List (Article I, Section B, The International Recognition Act 1636) [7]
  • Issue further official seals (Article I, Section D, The Seals Act 1639) [8]
  • Authorized to use the Great Seal and the Administrative Seal (Article II, Sections A and C, The Seals Act 1639) [9]
  • Provide advice on the appointment and dismissal of the Kyvernítis of the Basileusan Bank (Article II, Section E, The Banks and Banking Act 1639) [10]
  • Publish a Registration Form for the establishment of other banks (Article III, Section A, The Banks and Banking Act 1639) [11]
  • Award medals established by the Synkletos to those worthy of recognition upon the advice of the Council (Article II, Section B, The Honours Act 1642) [12]
  • To abide fully, and in every particular, with the articles of the Convention on the Laws of the Seas (Article II, Section B, The Micras Treaty Organisation Act 1643) [13]
  • Set criteria for eligible farms or refuse to subsidise a farm (Article II, Sections B and C, The Farming Subsidy Act 1644) [14]
  • Provide advice to the Basileus on the declaration of peace or the termination of war (Article I, Section D, The War and Peace Act 1644) [15]
  • Authorize the pre-emptive use of force when advantageous for the defence and safety of the realm (Article II, Section A, The War and Peace Act 1644) [16]
  • Authorize military actions within the borders of Constancia, or in pursuit of the defence of those borders and of the lives and property of Constancian citizens (Article II, Section B, The War and Peace Act 1644) [17]
  • Determine information as personal (Article I, Section C, The Disclosure and Access to Information Act 1646) [18]
  • Decide to withhold information from public knowledge on a case-by-case basis (Article I, Section D, The Disclosure and Access to Information Act 1646) [19]
  • Serve as the ex-officio fifth Commissioner of the Civil Service Commission (Article I, Section B, The Civil Service Act 1653) [20]
  • Recommend to the Basileus the appointment of a Chief Fire Marshal of the Imperial Constancian Fire Service (Article II, Section 1, Imperial Constancian Fire Service Act 1686) [21]
