The Mar Sara-Mar-Asara Cooperative was a cooperative demesne consisting of the Demesnes of the Two Martyrs (now Whales) and Mar Sara. These two demesnes were grouped together primarily under geographic convenience. The island of Mar Sara was governed by an Order-in-Council, and was jointly administered by the Emperor's Secretary for Defense and the Chancellor's Minister of Security. The Two Martyrs was governed by its own government. A common government for the demesne union had not been established, and both demesnes continued to operate independently, albeit with increased trade. The role of the Two Martyrs in Mar Sara was largely down to cooperation in the whaling, fishing, meteorological, health, and education sectors. Eventually, the cooperative was dissolved and, later, the Two Martyrs were renamed Whales.
