The General Assembly of the MTO can pass non-binding resolutions known as MTO Opinions that become the official stance of the MTO and General Assembly. While the outcome of the Opinions may generally align with the policies of MTO member nations, it is important to remember that MTO Opinions are non-binding, and do not necessarily reflect the positions of its member nations.

MTO Opinions

Condemnation of Chattel Slavery

The first Opinion passed by the General Assembly was a condemnation against the practice of chattel slavery. The topic was proposed by the Secretariat and not an MTO member. Discussion lasted from July 20, 2020, until July 27, 2020. Voting was conducted from July 27 until August 3, 2020, during which all votes were cast in favor of the Opinion. The exact text of the non-binding resolution is as follows: The General Assembly of the Micras Treaty Organization condemns the practice of chattel slavery. The Batavian delegation expressed support for the condemnation during debate but did not vote. The Ralgon delegation expressed concern over the condemnation during debate but also did not vote.

Condemnation of Religious Cannibalism

Discussion on the topic of condemning cannibalism for religious rites was held from July 28 to August 4. Voting for the Opinion was held from August 4 to August 12. The text of the Resolution was as follows: The General Assembly of the Micras Treaty Organization condemns the practice of cannibalism for religious rites. The topic was proposed by the Secretariat. Opinions of member states ranged from categorical condemnation of cannibalism to nuanced positions of "consensual cannibalism" to disposal of corpses by means of ceremonial ingestion. The resolution failed to achieve unanimity, so the Opinion failed to become a non-binding resolution.

Condemnation of Genocide

Discussion on the topic was held from August 4 until August 10. Voting began on August 10 and will conclude on August 17. The topic was proposed by the Secretariat, and the text of the resolution was amended and expanded by the Elwnnese delegation. The final wording of the resolution was: The General Assembly of the Micras Treaty Organization condemns the practice of genocide, the deliberate killing of a large group of people, especially those of a particular ethnic group or nation without due cause. Where a nation has embarked upon active measures against a population group within its borders it shall report this to the General Assembly so as to permit a debate as to whether the action is warranted or should be condemned as an unwarranted genocide. The debate on genocide was notable for the interactions between Graecia and Chryse, which resulted in the Chryse–Graecia Friendship Treaty which transferred the entire population of the Tarr people of Graecia to Chryse.

Notable during the voting period was Batavia changing its vote from nay to aye after assurances that its treatment of Froyalaners would not invoke international condemnation. Several other states (Elwynn and Natopia) noted that their own treatment of Froyalaners/Vanics/ex-Stormarkers did not prevent them from voting to condemn Genocide. The resolution was passed unanimously on August 17, but the results were not announced until September 3.

Condemnation of Religious Extremism

The topic was first proposed by Floria and introduced to the General Assembly on August 10. Debate was lively and the original text went through several rounds of amendments. Several members questioned the value of the MTO Opinion system and other delegates rejected the proposal because it either didn't go far enough or went too far. The results of the discussion were mixed and the future of the MTO Opinion proposal system was unclear for several weeks as antipathy set in. Debate continued on and off until September 7. The final text of the resolution was set as The General Assembly of the Micras Treaty Organisation condemns any form of disorder, violence, murder, or any other form of harassment, that is religiously motivated in it's origin or conduct.

During the debate, off the record, the Chryse delegation suggested that Opinions be reworked into small treaties or declarations. The Secretary-General also announced he would no longer entertain long and drawn out amending debates where the original text could potentially be hijacked, watered-down, or altered beyond the original suggestion. He apologized for diluting the importance of the MTO Opinion and hopes that, in the future, they will be used for succinct and important issues as identified by the MTO member state that proposes it.

Voting began on September 7 and lasted a week. The proposal failed with a mixed vote of 7 in favor and 4 against.

Declaration of Equality of All Sapient Micran Life-Forms

On September 7 a proposal to affirm the equality of all sentient life on Micras was proposed by the Natopian delegation. The text of the proposal was The General Assembly of the Micras Treaty Organization declares that all sapient and intelligent lifeforms native to Micras--or with permanent populations living on Micras--are to be treated equally under international law. Some delegates approved of the spirit behind the text of the Opinion. Other delegates cited xenophobia in their debate against it.
