Luo Dai is the leader of the Guild for Agriculture and Fishing in the Council of Driftwood. She is the second President of Alrig, after winning the 1680 Alriggian Presidential Election. She succeeded Hieronim Erazm. During the rule of Luo Dai, Alrig was confronted with the Alexandrian flu epidemic of 1682. Through strong cooperation with the Jingdaoese Empire, strictly enforced curfews and hygienic measures, the outbreak was contained within weeks. A punitive expedition she launched on Sankt Ludwigshafen as a response to the spread of the virus to Alrig, resulted in the annexation of Ludwigshafen. This was not possible to achieve without the creation of a stronger system of government in Alrig, which she organized mostly without consultation with the Council of Driftwood. Her strict ways of government and sometimes draconian measures gave her a nickname, Lady Ruthless. Despite her Pan-Jingdaoist background, Alrig operated more independent during the first part of her rule. Alrig's military was for the first time able to operate outside its own borders and even launch invasions, such as the aforementioned expedition to Sankt Ludwigshafen. After the 1684 Jingdaoese-Alriggian border incidents she declared war on Jingdao, but lost the war. Despite the loss, she remained in office and became the first president of the Alriggian Autonomous Zone.
